Sure, they said they would stop updating if EVE: Legion went ahead, but let's be honest, 2015 was the last year of the PS3, so if they spent all their resources on the PS3 version until then we would be left with nothing until they ported it to another platform.

That makes me wonder... what would have happened if CCP didn't announce EVE: Legion until it was released? I mean, they did have the oppurtunity to announce it beforehand, but once Fanfest arrived they really couldn't do anything. Trying to hide it would have made all the Dust players go "What? They aren't telling us anything? I came to Fanfest to learn absolutely nothing relating to Dust 514 at all?!", which might have been worse in the long run.
