The point isn't "buy this build". I recommend against that. The point is at worst case it would cost ~$600 to build a machine that could run Legion today, assuming that the requirements are what is listed for the Unreal Engine 4. You can build a PC the same size as the PS4 w/ an HDMI port and be able to use it the same as you would a PS4. You can even use PS3/PS4 controllers, or many other options available to the PC that wouldn't be able to do on the PS4. Not really though. In 3-4 years your Ps4 will be playing games that this "equivalent" computer will not. Think about it, the Ps3 has a freaking 7800 GT in it, the PS3 >>>> a 7800 GT with 256 MB of ram and 256 MB system ram. Good luck running skyrim or dark souls or whatever recent release on that. Plus there is no way you can build a PC for anywhere near the cost of a PS4.. windows takes up at least 25% of the cost of the Ps4 by itself... have fun building a computer that can play blurray movies for 300 dollars.
Face it, consoles are easier to use, they are cheaper to use (both power requirements and no upgrades), they remain 100% relevant for their entire lifespans, they are the focus of multiplatform development (if PC even gets a version it is bastardized), they get amazing exclusives (demon's souls, Xenoblade, Halo, Red Dead Redemption, list goes on forever). They are much more convenient, people don't look at you like you have leprosy for using them (yes, PC gaming is an "social outcast activity").

As for that PC build, even though it is theoretical, it costs way more than it should. There's no use for an APU if you bought a graphics card, and you can't use both at the same time. An SSD is an unnecessary luxury, it's nice to have, but it's a horrible idea if you're trying to keep the cost down and if you're planning on using it for more than one game (120GB of storage for an entire PC isn't going to get you anywhere). Don't buy Windows, there are better, "cheaper", ways of going about that. It should have cost the same as the PS4.
Honestly, I don't see the huge deal solely in the fact that they're "moving" to PC. The way they handled this ordeal was terrible, and people have a right to be pissed about that, and I am as well. If I am satisfied with the way they transfer all of our progress, then I'll probably play Legion. Yes they could have gone to the PS4, but it is apparent that CCP's experience with Sony was not exactly ideal. Almost in a similar way that our experience with CCP did not turn out to be entirely pleasant. In response, they are moving to PC, and many of us are leaving Dust.
Oh I didn't know that for the Ps4 you have to legally buy one $400
But for the PC, we will just discount windows 7 to free because we can pirate....
Oh I guess the same applies for the Bluray drive. We will just assume the movie playback software is free (it is actually at least $50).
Oh and why not buy a case with the free PSU in it for $40? Sure that is a wise investment because of course it is going to be just as reliable as a Ps4.
How about we just buy all of the stuff second hand too, that way we could get the total cost down to $400 for a P.O.S. that will be lucky to last a year and is full of illegal software.
A computer that will be as reliable as a Ps4, as strong as a Ps4, and is legally obtained will cost at least $600, if not $700
(windows = 100, PSU = 80, CPU =100, GPU = 150, BD drive = 50, BLUray software = 50, MB = 80, ram = 50, KB/M = 2-, DVI/HDMI cable = 10, Case = 20[it'll be ugly as sin and large too], HDD = 50)
By my count that is $750+, not to mention all of the time you have to spend shopping for components and searching for deals, then installing windows, then installing the drivers and messing with trying to get audio over HDMI to work, adjusting your video drivers to match your television's output (you know overscan and refresh rate and custom resolutions), and god forbid you want to use a Ps3 controller (motionjoy is a P.O.S.). Now all that is left to do is buy a bluetooth/IR dongle ($10) and get it to work with your controller (be it Ps3/4 or xbox 360) and you are more or less set.
