TL;DR: Because of the transfer of character progress from DUST to LEGION, it is expected that there will be a temporary rise in the number of mercenaries being made for passive SP gains because EvE pilots won't want to grind out from the beginning.
Reasoning:
EvE players have the renown of being the swindliest bunch of every advantage taking motherfucks that the gaming universe has ever known!! And I do sincerely mean that as a compliment.
With the announcement that your progress in DUST514 would migrate to the PC along with your statistics, inventory, SP, blah, blah, etc. why would you think that there aren't already emails fluttering about the major alliances of EvE regarding purchases of cheap PS3s just so that they can get their characters started.
And if they haven't yet discussed this, WHY NOT?!?!?!?
I live in Canada and can pick up a new super slim PS3 with a 12 GB hard drive for $199. The Dust client requires around 4 GB, and then the rest is basically excess. Allowing for only passive SP for two years would mean 17 520 000 SP transferred to Legion (assuming all SP get transferred). If they then play even a little and even for just SP events, they can raise that.
Conversely, if they wait 2 years until Legion is released and spend $200 on AURUM then to buy booster (assuming for same prices when the markets introduce, and OMEGA passive boosters (@~$30/month)) they could only get 7 months passive doubled.
*MATH*
They end up with ~10 000 000 SP.
And if Legion is going to become a de facto portion of the EvE: Online experience, why would you not take advantage to have a character who is twice as strong for the same investment?
A whole slew of scenarios can be theorized, but EvE pilots are well aware of the grind. Get in while the getting in is good.

It's a good sign, while our "community" is burning gear and biomassing, numbers should hopefully be replaced by those who are now interested in the game since it will be PC before long... and then a while after that, maybe even PC/PS4.

I will agree I made some serious assumptions...
The main being that no one would want their alliance mates to know that they lowered themselves to the ***** that is console gaming.
Basically it's like the joke about why big girls are like scooters. A: They're fun to ride but you'd never want your friends catch you
And, secondly... it's a risk/reward thing. For $200 now, you might be able to get a 2 years jump start against the competition.
