CCP has confirmed that only applicable skills will be transferred. The problem with this is that if you have 40 million skillpoints you might only end up with only 20 million into **applicable skills** and while everyone agrees that something is better than nothing, we cannot ignore that, Project Legion is the game we were supposed to be playing all along. Dust, it seems, has it's days numbered. We as a community have to work for our part. We have to campaign for the full transfer of our skillpoints to Project Legion. If you agree the write a comment. Don't like this page. I've said it a million times, likes don't get exposure for the thread but comments bring the thread back up into viewable slots.
We can do this, all we have to do is fight for it.

Apart from that, There is a key word in the above statement that I do not think the community will be happy with. Applicable should not only be skillpoints attributed to the transferred character. The applicable skills should be put directly into the skill tree and any other skillpoints left over should be put into the the SP POOL for the player to distribute as he sees fit A.K.A. "redistributable"
Reasoning behind the feedback
By only passing the applicable skillpoints there is a possibility that a character that has 40 million skillpoints only be allotted 20 to the applicable skills while a character with 20 million skillpoints might have the whole 20 million transfered to the new character. This scenario would not only be unfair but arbitrary. It can also be exploitable by players with insight, read CPM and their friends, that can train in advanced for this change with huge benefits.

All skillpoints invested in learning skills will be reimbursed, including all the fiddly corner cases. If you have 2,012,692 SP in learning, you will find yourself down those skills, but with 2,012,692 skillpoints to redistribute.
The idea seams to be the standard answer to our question. We understand what CCP is trying to do but we also feel that we as the community deserve to be rewarded for our time. We will probably be losing a lot more than our skillpoint, like BPO's aurum gear etc. Money spent on Dust will probably be lost but don't make our efforts or at least a portion of it be lost too.

This to me sounds like it doesn't include all accumulated SP. But rather sounds like they will butcher the current skill system and take only the skills they want to Legion.
I don't want skills, I want my skill points! Which is what I worked hard for and spent money on.
Skill points is more likely that just bringing over skills that exist in both. However, exactly how they would translate from DUST 514 to Legion is yet to be seen. Main thing we're waiting on for that is for the new progression system to be completed: it's a bit hard to work out how we could move things from one system to the other when the new one isn't finished yet. The best way to look at it overall though is we want to carry over the investment you guys have made in DUST 514 into Legion. When you think about it in that context, even if things don't translate exactly you can see what we want to do.
