It took them four years to get from that 'prototype' to release of Dust. So there are two possibilities:

1. They'll take that long again, Dust will have been dead for years and CCP will have long forgotten about transferring Dust characters to Legion; or
2. They'll release in about a year and Legion won't be much different to its prototype. Basically just Dust 2.0 ported to PC instead of released on PS3, with most of the playerbase gone.

Neither is a very appealing prospect.

CCP's dev cycles are way faster now. Look at Valkyrie for instance. 12 months ago it was a pet project to help Occulus show off the Rift. Today Valk is a fleshed out game, and looking like a releasable game.

You also have to remember that in 2009 CCP were still rookie FPS makers, shoehorning Eve-isms into an FPS engine in an almost mod-like fashion. 5 years later, they've learned a lot, and already have a ton of game assets already made.
