I think any corp new/old should be able to purchase a district for 36 million. Moves 120 clones into the district and they now own it. This district Does NOT produce isk only clones. If an attack is made against the district or clones sent from the district there is NO payout for the battle. This district cannot be captured like standard districts. IF they are cloned out or lose, then the battle is over and The district is offline until its next reinforcement timer.
1) These districts would be located in high sec. (Normal pvp rules apply in eve).
2) This district can be used to attack low sec (isk producing districts) however, there are no payouts, only salvage.
3) Only lasts 1 month and a payment can be made for 36 or a lower amount tbd.
4) Only 2 can owned at any given time by a corp.
I believe this will allow all corps to do pc, at a low cost. It allows for more strategic battles to take place.
Just an idea, thoughts?

My idea isn't about making Isk, its an alternative to corp battles and allows corps to try to break into PC without the threat of compeltely getting kicked out of PC.

i dont like the whole mentallity of get gud. its counterproductive. I don't like the idea of a tiered system only because of what people do in the newbie area. They remake merc's, go stomping in the newbie zone and destroy's any chance they have of learning. A tiered system is no better. Just old mercs bringing alts to stomp.
Though reading the posts id like to have it that you cannot attack a high sec district from a lowsec district.

Other than that +1 Then what would be the incentive to play PC as opposed to q-syncing FW matches?
Could be used for training. Ive paid personally for the other team not to show up to i can train new pilots how to crash er fly dropships without the stress of real combat. It really really helped. We had jeep races and tank races and all kinds of fun you would not normally have due to the nature of a normal match.

some might be but me personally and my guys are not. Just been having fun fighting KEQ / STB. really fun fights!
