You know the weekly SP cap? Think of that as your POTENTIAL active SP. It magically gets reset/refilled to a fixed number every week. So if you don't completely empty it every week, then you lose out because you only gain enough 'new' POTENTIAL SP to refil that POTENTIAL SP pool.
The concept of rollover SP is that this pool of POTENTIAL skillpoints would simply always grow at a steady rate instead of being reset to an arbitrary fixed number at the end of the week. So if for some reason you can't log in frantically every week to hit your cap, you would not 'lose' anything like you do now. You would be able to 'catch up' to those who hit their daily or weekly cap. You would still have to play the same amount, you would just have more flexibility.
A related concept would involve a universal POTENTIAL skillpoint pool cap. So if you started on day one, and every day the POTENTIAL SP Pool available to be gained through matches grows by 20,000 ... and I start a brand new character thirty days later, then my potential SP pool would be 600,000 SP .... I'd be able to "catch up".
This would still be balanced in favor of older characters who constantly collect PASSIVE sp and who can grind SP above the established cap every day, but would allow motivated newer players the chance to close the gap a bit and never hit the soul-sucking SP cap 'cliff' that first week.
As a guy who's currently out of the country for ... a long time ... le sigh ... if only.

In actuality, it's one of the better ideas financials is too greedy to implement. Make a functioning system that people can +1 us about, or sell an extra 30-31.5% boosters?
Same with Tiericide, it's 'good' in EVE because they already pay.(subscription) but in a F2P they need to have excuses for us to spend money- cue the Fused Locus Grenade and many AUR guns from Chromo.(for instance- 'Codewish' duvolles did .1 extra damage a shot back in Chrome, not RIDICULOUS OP, but it was pushing the P2W mechanic)
