Changing up the timer mechanics is one example.
I agree with the timer mechanics... PC is, literally, the most boring game mode I have EVER seen in a video game... and I played WoW for a quite some time...
Wait a day or two for a laggy skirmish...? Just give us corp battles... make the game fun... Take away PC or make it worth something.

We've tainted the idea soo bad that most just don't give a **** about its participation.
I hate baseball, but I do love your idea. I wish something like this could be set in place. Everytime we ask for some sort of matchmaking, CCP replies: not enough population.
So before working on PC tiers, we need to focus on the NPE so we can have the numbers to do all this awesome stuff. Agreed Whataguy, but the main reason lower tier guys don't care is because they can't compete. I've asked and spoke with many new(er) guys and asked what they had planned. Usually the same answer, "would like to get into PC but all the good players are already in the best corps".That tells me they want in, just don't have an "in". That is just a rough draft, it definitely needs some work but it was on my mind. Then I absolutely agree with low SP players participating in PCs. After taking a step back, what could appeal to the NPE? MORE CONTENT! What else is there to do other than pubs for these guys? If I could never PC, I'd be gone a long time ago. I just don't know who the best person to get on your knees for things like this to happen.
Bronze League - High Sec with no satellite for EvE support Silver League - Low Sec with a satellite for EvE support Gold League - Null Sec with a satellite for EvE support and with personal turret placements/NPC additions
You could be locked out of all brackets BELOW your corporations ranking... So Gold can't attack Silver, and Silver can't attack Bronze, but Bronze could attack anyone and Silver can also attack Gold. Also, Gold is more valuable/meaningful in game, and bronze holds very little value...
Also, this could be used to fix matchmaking... which is one of the HUGE downsides of this game AND probably hurts NPE the most.

Currently in eve if you have connections you can get in null sec ( null sec pvp being the highest form of pvp kinda like your suggested top group ) in under one day. If we were to implant the idea of ranks of competitive game-play it would restrict that.
but
If other forms of competitive game play were to come out besides then yes it would be just fine, because there would be more freedom to do stuff.
Eve kinda already has this with null sec pvp corps, low sec pvp and high pvp corps, but the difference is that in these different security levels we can see different kinds of pvp. Like defending a pos in null.
Also ASTROS 2014 WORLD SERIES!!!! lol
Houston has always had horrible sports teams... ignoring the two years the Rockets won, WNBA, and the Houston Aeros in one year... our teams have ALWAYS been terrible.
So... based on your post... PC is currently capable of being broken into by first day players? Feel like making an alt and trying? EvE can't be compared to Dust because in EvE, you can have a nice sized ganking crew backing you up... in Dust, it is only 16v16. We know when the attack is coming and can guarantee that we have the people on for it. In EvE, you don't know when, and likelihood a first day is flying solo in null... yea, your point, 100% invalid.

I flew in null on my first day due to connections from dust. Also I am saying it is reducing the freedom of players. I am not talking about the likely hood of a new player taking a district. If we were to separate corps into ranks it would reduce the freedom that ccp is trying to build this game and eve around. You just dodged my whole point by saying something was impossible, I am talking about the concept. Also Rockets 1994,1995 NBA champions Houston Oilers in the 80's went to the AFC championship 3 time in a a row ( lol to loose to buffalo 3 times in a row ), late 90's to 2005 astros were great. Screwston, Texas Homeboy! lol
I said ignore the two rockets years. Oilers were always gar-bage. They had some good years, but got stomped by Buffalo. Astros had a good team, but never clicked on a pro level to win anything besides banners.
What side are you? I live in the Clear Lake/Webster area.
