I don't even get semi-serious on the boards, but while sitting here putting together my fantasy baseball LU for today, I had a thought. Scary right?
Before you eye roll and TLDR hear/read me out. Not saying this would work, but here is an idea that may open the eyes of others and they can improve on this system.
I will be using approximate numbers and this is off the hip so to speak, bu again, maybe someone can run with it and propose it in a way that it could work.
This entire plan of course would be solely in the court of CCP as some mechanics would need to be changed, but it is their game, they should want it to work moreso than the players.

Baseball has tiered levels. A/AA/AA/Majors, correct? Why would that not work here? For purpose of this posting we call it, Bronze Division, Silver Division and the Gold Division.
Bronze- entry level players, say 0- 7 million SP Silver- more advanced players, 7,000,001- 15 million SP Gold- your top end players, 15,000,001 and up
Again, this numbers can be changed accordingly.
A Corp must have 24 players, with "X" amount of activity weekly, downtime-downtime to count towards the Corps total SP.
At this rate lets take a Bronze Division Corp. 24 members (are required minimum) times 7 million total SP for each player. This is 168 million SP total for the Corp. The total number is for the 24 minimum and they must have those players to participate in PC as a Corp. For arguments sake let say this Bronze Division Corp can have up to 48 players which will increase their total SP allowed.
Now, this is where it gets tricky. When said Bronze Corp reaches the max SP allowed, they are given a 24 hour grace period to fix their roster, i.e., kick the higher end players (would be a few) or several of the lower SP players(would take many) therefore threatening their eligibility to continue in PC. This makes higher SP players available to the higher tier Corps removing them from "proto-stomping" the lower-end players. If they decide they are ready to move up, then give them 3 large clone packs(a reward for moving up.400 clones in the pack) and turn them loose.
This would continue up to Gold. When you are in Gold there is no SP Cap. Number of members allowed is unlimited or set a limit. Let the community decide. If it were limited this would spread the player base out a bit for sure. There are no rules in place for the Gold Division as far as ringers go.
In the Bronze Division say you can have upwards of 4 ringers, but they must be in an Alliance and have been a member for atleast 48 hours. Silver, can have upwards of 8 ringers but the 48 hours is still in effect.
This would have to take place within the game itself as no group or person could ever regulate it.
I'll come back and edit as I think of more. Just wanted to get the ground work laid while it was on my mind. I can delete it also if asked hahaha

I hate baseball, but I do love your idea. I wish something like this could be set in place. Everytime we ask for some sort of matchmaking, CCP replies: not enough population.
So before working on PC tiers, we need to focus on the NPE so we can have the numbers to do all this awesome stuff.
Agreed Whataguy, but the main reason lower tier guys don't care is because they can't compete. I've asked and spoke with many new(er) guys and asked what they had planned. Usually the same answer, "would like to get into PC but all the good players are already in the best corps".That tells me they want in, just don't have an "in". That is just a rough draft, it definitely needs some work but it was on my mind.

Thor, wish I could agree but there are still new players joining this game. I played with 2 guys last night. One has been playing for 5 days and the other for almost 2 weeks. They had all kinds of questions about PC and proclaimed that is what they wanted to do. I let them know how bad it was though LOL...in the best possible way and how even when 16 good players that had 5 mil SP each they would be annihilated. They gasped when i told them my SP and I'm not even all that high. 40 million'ish. There has to be a tier of some sort. Match making is great for pubs and needs to be done. But for PC to survive outside of us 200 guys fighting each other, we have to get the lower SP guys involved.

You're not reducing the freedom of the players. you are actually increasing it if anything else. You are allowing the smaller/staring people/corps a place to grow and learn the mechanics. As SP grows as you go up in levels. Because you are a new player doesn't mean you will stay in Bronze the entire time.

Eve kinda already has this with null sec pvp corps, low sec pvp and high pvp corps, but the difference is that in these different security levels we can see different kinds of pvp. Like defending a pos in null.

Houston has always had horrible sports teams... ignoring the two years the Rockets won, WNBA, and the Houston Aeros in one year... our teams have ALWAYS been terrible. So... based on your post... PC is currently capable of being broken into by first day players? Feel like making an alt and trying? EvE can't be compared to Dust because in EvE, you can have a nice sized ganking crew backing you up... in Dust, it is only 16v16. We know when the attack is coming and can guarantee that we have the people on for it. In EvE, you don't know when, and likelihood a first day is flying solo in null... yea, your point, 100% invalid. I flew in null on my first day due to connections from dust. Also I am saying it is reducing the freedom of players. I am not talking about the likely hood of a new player taking a district. If we were to separate corps into ranks it would reduce the freedom that ccp is trying to build this game and eve around. You just dodged my whole point by saying something was impossible, I am talking about the concept. Also Rockets 1994,1995 NBA champions Houston Oilers in the 80's went to the AFC championship 3 time in a a row ( lol to loose to buffalo 3 times in a row ), late 90's to 2005 astros were great. Screwston, Texas Homeboy! lol I said ignore the two rockets years. Oilers were always gar-bage. They had some good years, but got stomped by Buffalo. Astros had a good team, but never clicked on a pro level to win anything besides banners. What side are you? I live in the Clear Lake/Webster area. Katy area I wonder how many people in Houston play Dust! I always wished CCP could bring some kind of fan fest here.

Technically all this could mostly be fixed if all the good players actually care about having good fights and not bluing up with each other. Lets just say 25 percent of the good players are not in DNS and the other 75 percent are. So unless other corps outside DNS have lets say every good top tier player on at the same time then we don't stand a chance at beating DNS. DNS has a large and deep talent pool to pull from at any given moment they can field 16 good players. Its kinda like having a high school football team that has 2,000 students at the school vs a team that has 500 students at the school. The smaller school is fielding almost everyone that is playing football their and the larger one is fielding only their very good players. Now the difference between Dust and things like this HS football comparison is that the player base could do something about it but they choose not too. Or at least that 75 percent that you belong too chooses not too. They just want to win. I personally feel great when I beat a good corp in PC. How can you guys even have a feeling of accomplishment from your victories. I want to win also but not in the way that DNS wants to win. I want to be that underdog. Where every victory actually is meaningful. That's what makes this game enjoyable when playing PC. You at DNS however have completely tried to ruin and destroy everything that this game stands for. I am a little bit old school and ppl are different now days. I was very good at basketball when I was in High School. If I went to the gym on lunch or the YMCA on the weekends to play ball I always tried to pick up a couple of the small or not so good kids that tried hard. If we won it gave them a great feeling and it made me feel like I actually overcame something. The victory was sweeter. Now you know of course you had kids like you DNS ppl. The ones that tried to pick up every one that was the best. They may have won more but how can that win feel good. How you guys feel good about yourselves Ill never understand. You guys win but you win without respect, honor, pride, and your dignity. Your wins are empty wins. They hold no meaning or value except inside your own egotistical minds.

1st part is the cold truth that I can't understand. 2nd part is 0.H written down. We have never tried to find easy fights or blue up with other Elites. My advice to you SuperJoe is talk to every corp outside of DNS. Make a channel for their "SS Elite Squad" You get 8 of those squads together you have a talent pool to play competitively at the higher level. Hey another intellectual and a fellow field commander at that. I don't feel so lonely in here now. I thought I was getting ready to get ganged up on by the brainless talk of some DNS ppl.
