The real problem is that it's really only even somewhat viable at proto. Try running around like I do with a STD flaylock and no skills beyond Operations I. Then, compare that to running around with a STD SMG with no skills beyond Operations I.
The thing that really doesn't make sense to me is the ammo supply nerf that got applied to the low level variants. 15 total rounds for standard is the equivalent of less than two magazines of SMG ammo in damage.

1.2 Flaylock: Splash damage: 195 ROF: not listed, but from personal testing with a stopwatch on my smartphone, I can empty the clip in 1.6 seconds. Assuming all 3 shots hit, you're looking at 365 DPS. Damage per clip: 585 Counting reloads: (195*3)/(1.6+2.53) = 141 DPS.
Current SMG: 21 damage per shot @ 1000RPM = 350 DPS Damage per clip: 1680 Counting reloads: (21*80)/(80/(1000/60) + 3) = 215 DPS.
Where's the problem, now that both have working hit detection?

I really don't know why it's so underused, it's good, you just need practice. I use it and get kills regularly. I have stated this fact many times in the forums. I would say that if you are decent at it, it might just be the top 3 best side arm in the game. BTW, someone I played with runs assault scrambler pistol and flaylock with 2 side arm damage mods and just owns people. "I get kills regularly" means nothing. I've been running nothing other than a PLC + Flaylock standard scout since Wednesday, and I go positive pretty much every match, sometimes as high as 3 or 4 K/D. That doesn't make it balanced.
As for "top 3 best side arm in the game", just... lol. It's certainly not top 3- SMG, Magsec, and SCP are the clear top 3, no question about that. NKs are extremely powerful but specialized, the bolt pistol is better than the flaylock, and the ion pistol is about on the same level as the flaylock. It's tied for worst sidearm in the game, and arguably the worst, since the ion pistol has more damage per clip and is hitscan.

I just enjoy the weapon greatly, fits my style. No, it's not all preference, and there is a need to argue! The flaylock deserves a buff, and posts like yours make that less likely.
I'm not arguing that it's not usable- I'm skilled into every weapon in the game because I like variety, and yes, I can kill anything with anything if I work hard enough at it. But that doesn't mean that weapon balance is perfect, or even particularly good.
