Lower the base recharge delay on minmatar and caldari suits.
That, in my opinion, should be the most important stat to any shield tank.

Laser weapons are SUPPOSED to assrape shields, just like explosives deal 130% damage to armor.

Scrambler Rifle is actually a nice gun and I'd pick it over the Gal AR/ Cal RR. I used to run the CRW on my Min Assault during 1.5 sometimes for those open maps. DESTROY EVERYTHING. I ran it with my SMG so I got that b!tchin' synergy.

Laser beats shield. If you don't want to die to lasers, you are going to have to use armor. You signed up for Laserrape when you decided to use a Caldari/Minmatar suit.

Just speaking out loud here, what if shields had a damage threshold like vehicles do which needs to be reached before regen stops? Caldari and Minmatar can have higher thresholds than Amarr or Gallente.
Say like 150 or 200 shield damage to stop the regen on a Caldari suit. That's enough to take a few shots and dart back into cover with uninterrupted regen so you can pop back out for a few more shots. Isn't that what shield suits were envisioned for?
Armor is for stand your ground and take a beating while delivering punishment while shield is for harassing the enemy and whittling them down while remaining generally unscathed?

Projectile weapons damage profile changed from -5% and +10% armor to -10% shields and +10% Armor.
