To determine what tanking style a race leans towards an easy method of judgement is checking which is higher, shield or armor HP. Taking a look at the Minmatar HP...
Scout: shield
Assault: shield
Commando: shield
Sentinel: shield
Logistics: ... armor?
What the hell? Why is a dropsuit not properly configured for it's tanking type EIGHT PATCHES into Dust's life?!
He imposes order on the chaos of organic evolution...

Minmatar has an absolutely massive number of slots as it goes up in levels, eventually if you want to you can toss on 4 complex extenders, 2-3 complex plates and 1 complex repper as well as whatever equipment you want.

Not true. You would need an enhanced or complex CPU and PG module to make that fit possible. Kiss a proto weapon goodbye as well. If by "whatever equipment you want" you meant all basic or advanced, then yes. At that point you have nerfed yourself as a Logi and are making a poor attempt at a slayer fit. I have maxed Core Skills and I still have trouble fitting everything I want on my Min Logi.
To the OP, Min Logi is weird in that it's the only Min to have more armor than shields, and it only has 30 more base HP than a Scout.
If you win the rat race, you're still a rat.

Minmatar are a "use whatever works" kind of people.
Speed, armor, shields, they make use of all of that.

I'm actually quite fond of my Minmatar Logistics.
It's 4/4/4 layout means you can do almost anything you want with it.
HAV > Infantry > AV < HAV
