Gallente offer the best stealth w/o cloak. They don't really need the cloak last time I check. *Shrugs* Last time I also checked, people didn't care for the Minmatar and Amarr because of their lack for eWar capabilities or because they felt UP while they loved the Gallente and Caldari because you can stealth-tank or scan-tank.
Stealth goes a long way with the right player. Before 1.8, I've seen people use some crazy stealth tactics. Can only imagine that 1.8 made it worse(better for them).
Anyways, Caldari have cloak but later on the Gallente, as well as the other scouts, will get their own EWar gear. I'm hoping the Gallente Scout gets some sort of ECamo that makes them change their "red" to "blue" for the enemy's tacnet.

You might want to check which corps you're talking about in PC.
While they might not be battlefield geniuses, they're not stupid by any means. They abuse and use what they can to get ahead. No way will they hold on to disadvantages.
Equipment spam doesn't make them idiots. It's abuse of lag.
Word on road is the better corps don't do that. Know a few guys who wouldn't be caught dead stacking eHP in a scout suit.
 It's a way different environment where certain things won't fly or some gear have different effects on the battlefield, like the AR. The AR is still UP but in PC it offers stability where all else fails. Even King ReGnYuM, the self-proclaim assault-master, said so.

Are they supposed to be the best ninjas? What about the best long range Heavy, Medium, and vehicle scanners? Heck, they can even take the MinScout's role of being a speedster or the AmarrScout's role of a light Assault with a built in repper.
Are they generalists? I have no idea what their role is supposed to be. It seems like they can do anything. I'm not complaining because... I really do enjoy my GalScout, but I'm a little curious to know what its purpose is.
