I think the cloaks are fine, I think the way they operate are fine. I have stated before but no one usually reads (cause I guess I am a thread killer) that they weren't necessary but now that they are here, CCP isn't going to be removing them.
The main reason people are complaining about cloaks are that you can switch and shoot without delay and then the field fades. I wrote a thread that this isn't the problem, the problem is that there are hundreds of more scouts now a days then pre 1.8 and they ALL are from people with 20+ mil SP. These people have the tactics and money and SP that has come from playing this game for 6 months to a year and would kill you just the same. It's just that they are using a shotgun and cloak now.
I personally use the cloak to get behind you and turn it off as I approach so you don't hear it turn off when I am point blank from you. You are going to die either way, I also have accidentally pressed the deactivate button instead of the weapon switch button, waited for the animation to end, THEN shot you in the head.
I do believe scouts should go back to 40/45 profile/precision. I think it would balance out EWAR a little bit, mediums could see cloaked scout with 1 or 2 precision modules.
I also think cloaks are a little unnecessarily long, 10/20/30 instead of 30/60/90 secs long would be fine, if you are using the cloak to stand around and watch things for 90 secs you are playing scout wrong. If they were to decrease the time up, but decrease the down time to like 4 secs, it would always be available but not last long and I think it would balance it out a fair bit. |

You really want a 900 + Ehp Assault or commando to see a cloak easily ?! What would be the point then ?!

Nope to last two Unkess Cal and min scout get 1 or 2 more low slots Cloak skill gives 25% uptime per level

i think 20/30/60 is ok for the cloak time. but most importantly they have to add a distinctive cloak/uncloak sound and increase the cloaked to weapon delay. |

They wouldn't see a scout easily they would be sacrificing high slots for precision. Personal view is not squad shared, (I don't know for sure, everyone still fights over this) 40 profile with 25% cloak + 5 in dampening = 26 db profile for all scout suits.
Mediums have 55, Logis have 50 that would still take level 5 precision + 25 complex precision = 32db.
I would LOVE to have a medium give up 132 armor to think he can see me. I would like to see scanners return to 360 spins but keep the recharge maybe slightly less than what it is. 80% of current recharge, scanners were great at making people think they were safe, everyone runs in groups now, less pickings for the lone wolf.

I think the cloaks are fine as well. I think a faster transition to visible when switching to the weapon is needed though.. Or a very small delay 0.25 sec before you can fire. I'm tired of being hit with a combat rifle burst or shotgun round from invisible people (especially on sunny maps where that blue shimmer that everyone says is so easy to see, is actually impossible to see)
The real issue is that scouts are better at assaulting than assaults. They achieve comparable tanks and gank, coupled with higher speed, better ewar, smaller hit boxes, and better regen. Actually assault suits do almost nothing better than a brick tanked scout. This is why scouts have become so prevalent among high sp players and really has nothing to do with the cloak. But there has already been a million threads about this so I'll leave it there.

You do realise that passive scan is not all there are still scanners and gal logis that would lighten up every scout on the map and scanner DO have shared squad view...
The only halfway reasonable changes to cloaks would be equalize the cooldown (every cloak has a 40 s cooldown) and maybe remove the dampening effect... |

i would like to see heavy penalties for scouts running plates, instead of a generic 3% speed penalty, apply different penalties for different suits. Also, I'd like to see medium split the difference in health between heavies and scouts. It's 1 vs 2 shots, but I don't think the difference between the base armor and shields between scouts and mediums are large enough. |

Secondly, if you are talking EWAR, not all scouts are the same, so why make this grand statement that scouts should be the only ones capable of being ghosts, they got rid of the dampening bonus, the Cal and min don't have enough low slots to fit that many dampeners, the min, cal, and amarr don't get a bonus to dampening at all.
Just cause the cloak is this fancy new item which is helpful I'll admit, I was doing my job just fine before it came along, hacking, throwing out uplinks, sighting in enemies for my squad, picking off loners. Hell, Lighting xVx was going 35/2 pre 1.8.

it will only affect Caldari and Min suits ...
Gal Logi, Gal Scout, Gal Assault and Amar Suits would make cal scout, amar scout and min scouts almost useless. You don't need to change the PD, gal logi can still see 90% of the scouts on the field right now... The thing is, they don't bother using the suits properly... |

I still don't understand your point, every scout with the exception of the gal scout can be lit up by a scanner as it is now.
35 profile + 5 in dampening + cloak would be = 22 db. 40 profile + 5 in dampening + cloak would be = 26 db Here is the sheet for scanners http://dust514.com/news/blog/2014/03/equipment-uprising-1.8/ Duvolle Focused scanner still picks up everyone but a 3 dampened Gal with a cloak.
I am just saying, there was no need to reduce our profile from 40 to 35. It created an imbalance between Cal and Gal scouts with regard to competing modules and the amount needed between them. it also widened the rift between Mediums and what they had to do with "seeing" scouts.

The cal vs gal is cat and mouse game... Gal sort of has an upper hand... Cal 4 high 2 lows, Gal 2 highs 5 lows + Armor rep.... The cal should have 1 More High to even it out...
About gal scouts running 3 PD... I only saw 2 red dots running it (Other than friends)
the rest light up like Christmas tree with the gal logi (2 PE + 1 RA + Scanner)

Then the cloak would be a piece of equipment for visuals and stop messing with EWAR. Still think a much lower on time with a much faster recharge would be fine with the cloak. 20/40/60 even. |

And that would still be possible if we returned to a profile of 40
40 + either give ALL scouts 5% per level dampening and take away bonus to cloak OR 25% cloak + lvl 5 dampening + 2 complex dampeners (most a CAL can fit) = 11.89 db.

The precision idea isn't really a fix to cloaks, is it? If anything it would force more scouts to use cloaks as they'd suddenly need them to beat scans.
And cutting the cloak time to a third of current levels would make them a waste of an equipment slot, and the scout bonus would be useless. Useless 'bonuses' are not a good thing. |

Leave the way it functions alone, mediums now have an opportunity to passively scan us whether cloak is on or not depending on how many dampeners you sacrifice to other low slots.
