First off, If you can't down a Min or Cal Assault with a Scrambler Rifle, you need some serious help.
The Scrambler Rifle already excels at it's intended purpose, which is to annihilate Shield users. It is not meant to be effective against Armor Tankers in the same sense that Explosive weapons (such as the Mass Driver & Flaylock Pistol) are not meant to be effective against Shield Tankers.
When you ask yourself "Are SCRs effective against Shield users?" and the answer is no, then it will need an adjustment. Untill then it is working as intended.

I'd feel disappointed, as the Combat Rifle is supposed to be the answer to players who dual tank.
The Rail Rifle is meant to be the answer to Armor Tankers, but I'd be okay with it if it meant an increase of effectiveness against armor.

So your complaining that someone countered your weapon by using its weakness?
You already have the best Anti-Shield profile in the game (+20%). Your sacrifice in being able to easily destroy Shielded targets is your ineffectiveness against armor (-20%).
If you want SCRs to effective against Armor, then you have to give up the +20% profile against shields. You aren't having a weapon that doesn't make sacrifices.

Which is why you always come prepared.
If your packing SCRs, bring an Anti-Armor sidearm (SMGs, MSMGs, Flaylocks, etc.) and/or Locus Grenades.

Though you are a Light Frame. eHP shouldn't be a concern in the first place.
