Now that you are here because of the luscious Idea of mining in Cloak 514, The door is over there.  ---> Just kidding. I had an  . What if there was a second kind of off-map support which only took a number between 250 and 500 WP to acquire. It would work just like an orbital but with a tractor beam like laser (Or make it look like a repair tool or a EVE mining laser).
In order for it to work there would have to be randomly designated spots of the map (Circle shaped with a circumference of about 10 meters) that are otherwise not effected but if you hit them with a Mine-ital.,(God that sounded awful I am never mentioning that again.) You receive a number of ores (5-50) which can be sold either immediately at the end of match or put into your inventory until the mining/manufacturing gameplay opens up so you can make items out of them. You can also donate them to your corporation and EVE players can use them if they wish.
Also there could be a booster which increases the size of the "Sweet spots" for your character only or a skill that increases your mining orbital strike's beam radius. Thus creating the role of the miner. Or there could be a light weapon called the "Harvester" (Repair tool like equipment) and the orbital is a scanner that allows you to see the spots in the beam radius (Which would be bigger as a result), instead of a mining laser. Either way it would be a pretty fun thing to do except I see people farming this in Oceania... So only Skirmish has Mining capabilities? Anyway please discuss.

Wasn't the Forge Gun supposed to be a mining tool repurposed for combat?

Good idea! Forge guns could double as a mining tool. Or they could have a mining variant!

The minmatar sentinel was also originally intended for mining and construction, if memory serves me right.
