I am NOT talking about cloaks. Cloaks are simply another piece of equipment and if you CANT see a sprinting scout coming at ya with a shotgun its YOUR freakn problem & get good. A DIRECT nerf to scouts is NOT THE Solution, direct nerfs have been proven to render stuff useless in this game,plus Assaults and logis couldn't get a BUFF if scouts (or heavies) get nerfed.Its not like scouts and heavies are OP, just that MEd frames are not at their level anymore. What seems to be a problem is, scouts have WAY too much of an E-WAR advantage over other suits. So much, it becomes un-counterable if well fitted OR it ends up in TANKED SCOUTS with still impressive Radar/dampening skills. As it is ,scouts have the power to avoid radars , avoid active scanners while being powerful passive scanners themselves. And this is not the WHOLE issue, but the fact other frames have NO CHANCE in competing with these perks AT ALL, plus Precision enhancers are not at par with Dampeners . Now my proposed changes are :
SCouts: Range: 25 precision: 40 Profile: 40
Assaults: Range: 20 precision : 45 Profile:50
Logis: Range:18 Precision:43 Profile:56
Sentinels: Range:15 Precision:55 Profile: 60
Commandos: Range:8 Precision:63 PRofile:48
Coming with these changes: GÖª Precision enhancers should be buffed for a total of 25%at complex level instead of the current 20%. GÖª Enhanced precision enhancers buffed at 20% and STD to 15%. GÖª Dropsuits do not SHARE passive radar with rest of the team.This is an advantage of the A.Scanners. GÖª Leave the HP increase given to the ARMOR PLATES, but to avoid further penalty-less brick tanking, BRING BACK SPEED PENALTIES on armor plates ( 3% basic / 5% ENH / 10% Complex).This way reactive and Ferroscale plates become more luring for a scout while not providing that much HP.
Now , i'll explain what i've done: COMMANDO: Without counting Passive skills, the COmmando would be the WORST in scanning capabilities. With NO CHANCE at all of having a decent radar due to low radar range and horrible precision, so bad that at level 5 passives they can only see no damp skill Sentinels. But the true buff comes in the form of decent Scan Profile.I think this would truly help commandos plus giving them more options.Logis and scouts can detect a commando but sentinels and assaults usually CANT. ASSAULT: The buff comes in the form of Radar range buff.At 20mts with a single Complex range amplifier the Assault can have a decent radar range (Over 30mts) and with a 25% complex PRecicion enhancer it can easily detect all forms of Med and Heavy frames and some un dampened scouts!.AKA, overall decent performance that can be boosted effectively with modules. LOGIS: I've given Logis a little radar buff too while nerfing their profile almost at heavy level. Now with 56 scan Profile , the logis is only radar invisible to commandos that have the WORST PRECISION of them all at 63.But contrary to the Commandos, i have given logis the ability to passive scan. Even if the radar range is not very impressive starting at 18, the precision of 43 makes it that the logi can detect Every single other suit. And with Precision skills at level 5, the Scan precision goes down to 38.7 allowing you to see undampened scouts too (without dampening skills)... Now aint that groovy. SENTINELS: Sentinels have enough precision to detect other sentinels and Logis. It is possible to detect Assaults too with the correct skills but the radar range wouldnt be much to look at. AND FINALLY, SCOUTS: The radar range has been BUFFED. at 25mts range scouts have true scanning range even in their non radar focused suits, Amarr and Min. The Scan Pofile has been NERFED up to 40. Why? Well the Scout bonus goes towards CLOAKS right? Cloaks give 25% Prof dampening.So basically , CCP replaced the 25% Profile dampening of scouts for Fitting bonus for cloaks. So in a way, lol, its the SAME BONUS.With the catch, you must have those cloaks active.
Now , many will say this is madness, Radar and dampening functions are for Scouts only right? WRONG. Wrong and F*** WRONG. Scouts are the BEST at radar/dampening functions but should not monopolize the thing XD Same as a HEavy can Run fast or a scout tank HP, other frames SHOULD be able to have good radar/dampening on their own.Not being BETTER THAN a specialized scout but still being better than say, a tanked Scout,WITHOUT a single E-war module.. I dont see a reason why a Caldari logi ( for example) Should use 3+ Complex precision enhancers to pick up a cloaked gallente scout ( Gal scout lv 5) without a single profile dampener. And then, use around 2+ low slots for radar range.
Overall : GÇó The true problem is Scouts achieving high HP values while still being better than any other frame Radar/dampening wise, so= GÖª Scouts can be monster radar/dampened but they need to use modules if they want to avoid/detect other frames with some good E-war modules. GÖª Scouts will be able to tank as always up to 700+ HP! at the cost of SPEED, bringing them down to Assault level speed or lower.This wouldn't affect Shield tankers such as the Caldari Scout so much, but still Shields provide a much lower HP value plus increase shield depleted time. GÖª Radar/Dampening wont be a scout only area,even if scouts can do it better.We would have some assaults with good radars, Passive Radar logis ( the gallente can really use of this, passive scanning enemies then Active scanning them for WP and Team vision),Dampened Commandos, etc... GÖªWithout skills,all suits can radar detect the same suit type.(more scan than scan profile),except Coms & Scouts

What a waste of time. Indeed. The problem with bringing classes together is that it presents a massive problem: other classes begin to be able to do a classes's job more than the class itself. We've seen it with logis and scouts, assault and logi (on both ends), heavy and assault, ect ect ect. Movement speed flatlingned, turn speed of all classes flatligned, brick tanking, all of this is caused by shortsighted 'balence' of classes and mods. All I'm saying is be careful what you ask for, it could come back to bite you in the ass.
Well. Im just asking for an E-war specialized Med frame to be able to passive scan a NON dampened scout more easily. And avoid so much Scout Brick tanking. Im dont think im asking for anything that i would regret.

Well, i didnt just straight Nerf Scouts TBQH.
Just took away some scan profile and gave it to range. But mostly to encourage Dampener use.
Overall,scout E-war capabilities would till reign supreme, but not without the support of appropriate modules.
