Numbers in brackets are AFTER bonuses applied. I do have enough room to replace the shield extender with another damage mod BPO, but the stacking penalty places the third module's effectiveness to just above 1% which is not enough to waste the high-slot for and the loss in damage potential is only about 24 HP difference fully charged with both knives making contact and this is with the Minmatar Scout Dropsuit skill at LVL5 which I'm almost at anyways thanks to the recent triple-SP event.
So far I am able to rake in at least 1,000-1,300 WP every match while the increased hack speed factor enables me to help my team capture objectives and key installations before the enemy has a chance to respawn from it. The kills are also delicious as long as I am careful and check my corners since I'm running without the cloak. Alternatively I can fit the ARN-18 cloak in place the of the basic uplink, but to me every uplink counts especially if my team has been redlined.

Otherwise it's good to go. I keep turning every last hackable 'thing' into a blue unit, starting with the spawns (CRUs and Objectives)
The cloak is only useful up until you start hacking. At that point all someone has to do is shoot at the space in front of the console and you're dead. Besides, most of the objectives and installations are in dark places which makes it easy for a cloak to be spotted. Sometimes if the area is sufficiently dark enough I could run in without needing the cloak.

The militia are BPOs in case you didn't notice. It's mainly a cost-cutting measure so I don't suffer as much compared non-BPO fits.

I'm glad that you guys like it. One additional benefit to this setup is that it trains you to be careful on where you're going and the dual sidearm setup benefits greatly from the damage mods.

It's the contrast that's working against you in two ways. If you're moving, your shimmer is as bright as a candle in the night. When you're holding still, all someone has to do is pass their reticule over you and see if it turns red. The red reticule becomes more noticeable when contrasted against dark spaces. Your only hope to avoid that is stick to bright areas where the sunlight and bright terrain will help mask your movements. However, if the entire map is at night or in a very cloudy day, you're S.O.L.
EDIT:
I remember back in closed beta there use to be a map that was so dark that it was easy for anyone to sneak around you even without the cloak. And if you were a scout you ruled the night due to low profile and plenty of dark open spaces to mask your movements. Unfortunately CCP took that out and now we're stuck with semi-dark maps with nebulae lighting up the entire terrain.
