It would be better to ask for a general buff to Shields, heavies are likely to loose 190 EHP at the current rate, this will however effect shield heavies the most.
Unless your a Computer Scientist don't tell me how Game Mechanics Work.

No as it stands a proto plate is worth 2 proto extenders, which is just plain wrong. Instead Imwould suggest 3:2 ratio.
Such that 3 extenders will match 2 plates. Done like this Shield based tankers can still reach COMPETITIVE levels of tank, but have to sacrifice a lot more in terms of their high slots to achieve it. As such a gallante with 43 plates won't be out tanked, but at the same time, a gallante medium won't outmtank a caldari heavy.

No kts definitely not, Shields reps rarely come into play during 1v1 engagements. As such shields are unnecessarily gimped for a bonus which rarely comes into play. If you wish for shield to remain at such low EHP, remove the shield delay completely. Actually give this bonus you limit us by.
A shield tanker should be at a mild disadvantage, but when a gallante scout can have as much armour as a caldari heavy has shields something is seriously wrong. Also I would like to point out a Gallante Assault can achieve 27HP/s with 0 delay, that's a lot of regen, by anyones standards.

Ive seen 700-800 armor scouts... terrifyingly ugly and their strafe speed is just >.>
True but he can also cloak, so you know swings and roundabouts not mention it still puts my dual-tanked (not brick) Minmatar Assault to Shame.
