Indeed. It costs a lot of money to be in PC when you factor in all the cost of PRO Dropsuits, Vehicles, and Equipment. I believe that's also what makes the end-match payouts so high.
I wish CCP would just adjust the clone packs. Make them 150-200 and you'll see a lot more people fighting DNS.

Not much can be done about them, though you've still got corps like What The French and 0uter.Heaven fighting, and then those dudes from Caps And Mercs giving us some good fights as well.
I'm sure they'd be pushing harder if they could risk pushing harder without having a near-guaranteed loss due to only having 120 clones to work with.

Planetary Conquest has always been an ISK printing machine.
It's just that now there's only 1 hand pressing the print button.
