So...
Why don't we just make it so that every corp can initially have only one district without EVE side support through NPC use.
With EVE support you can take as many districts as you like but the EVE side support gotta pay a fee for properly storing the clones. Which means more than likely you, the clones' owner, have to pay for transportation costs. EVE side players can skill into skill trees that boosts their abilities for transporting and protecting clones, as well as their ships capabilities for doing the same.
When capsuleers move clones between planets, they have the chance of getting attacked by pirates and having their clones stolen. The chance of clone survival through a pirate raid decreases drastically. However given skills that make it easier for pirates to safely store and transport clones after stealing them, clone stealing can eventually become profitable.
Clone Owners/District Owners can sell clones to other corporations but upon selling and transportation, clones stand a higher chance of being destroyed because no one has clone storing tech like Genolution.
Genolution starts offering smaller clone packs(75% smaller than the starter clone pack) for people who already own clone packs. The cost would be higher if a corporation buys enough smaller clone packs to match the size of the starter clone packs.
Corporate owned clone hubs(or Corporate Armories altogether) in space that can store a large amount of clones for transport between planets and/or regions. Would be possible to attack but has special defense systems that ward off smaller pests.
Add on to the infrastructures selection for districts and allow for: Anti-Orbital Artillery districts(to ward off OBs), Armory districts(to store corporate assets other than clones), Capital Base districts(for enhanced bonuses for the other districts), Defensive districts(for districts with advantages in battle), and Offensive districts(for bonuses in launching attacks).

Warbarges man....People will have to use them to attack districts with them and risk losing those clones...and I imagine that they will be forced to ship those clones off by EVE hauling to actually sell them. Iono...I think fanfest will reveal everything.

You could just give "hand outs" to players but that isn't right.
I would much rather see players able to purchase High Sec Districts which cost an Upkeep cost, but retain the benefits of PC districts, while PC districts produce clones and resources, not set ISK insta sell packages, but instead assets worth trading.
Careful and intelligent trading and playing of the "markets" could allow corporations to essentially fund their High Sec Districts, make a profit, and break into PC with sizeable bankrolls for Ringers, Clone Packs, etc.

Never really thought of an idea like that. +1. Actually seems like a legit idea. Almost like a NPC-made PFC without the crappy politics.

Perhaps you could Raid these districts to cripple the industry or steal their goods...however you can never take that district unless the opposing corporation cannot pay their bills.....adding a whole new layer of meta to that mode of PC. Since you are in high sec CONCORD would be all over your ass....but we are mercs, deniable ops are our thing.
