Landing a charged shot is much easier than a headshot in this game.

True, but that only applies if that player shooting is actively trying to get a headshot. Not to mention that the breach pistol is slower than the bolt pistol, where as an (balanced) ion pistol has options.
Buffing the hip-fire, damage, and maybe recoil are a given, but the charge shot needs careful tweaking.

You're wrong, but the bolt does have fewer rounds per mag. Breach RPM: 133.33 Bolt RPM: 150
Removing the seize time is an interesting idea, assuming the damaged isn't increased at all. I'll have to ponder on that.

Where did you get that number? And charge time shouldn't be factored into RPM. It artificially increases reaction time, it doesn't decrease rate of fire.
I want note that the "derp" was an edit by me thinking that I recorded the wrong stat only for me to triple check to see I was right all along, disregarding charge time that is.
