An ERA district was flipped from full cargo hub ERA to full cargo hub PX1. This issue has been petitioned, but the timing of the flip has made it difficult to get in touch with anyone who would have knowledge of the event. Kinda hoping it is a server issue, and not CCP intervening in the sand box.

KEQ's district is a little less clear cut, and we have it under full attack now anyway.

We had an attack canceled on them the other day, because of stacked attack on their district(presumably). I need more information to give comment on CCP's role in this. I have a ticket open for that as well.

If they didn't file a petition, would he issue still have been addressed?
Past issue with this fun and exciting mechanic tell me that, no, the issue would not be addressed. The last battle to finish would be the one that counts.
I have heard also that they remove the last battle when addressing this issue. KEQ could shed some light on this.

If this is the case, it is possible to avoid attack nearly 100% of the time via the petition system. If the early attack is the enemy attack, let it play out, the match doesn't count anyway. If the late attack is the enemy attack, file a petition and get it removed.

I am not saying KEQ intentionally did this, or that this is the exact method CCP uses to determine which attack to cancel.
However, if that IS the method CCP uses, it is as flawed as the broken mechanic that causes it in the first place. If a GM is acting outside of CCP policy on this issue, he needs to be referred to Internal Affairs.

Mostly speculation, simply because I can't get a response from CCP. But these are the two issues we are being faced with in PC right now. It looks an awful lot like intervention, but I can't say for sure until I get an answer out of CCP.
