An ERA district was flipped from full cargo hub ERA to full cargo hub PX1. This issue has been petitioned, but the timing of the flip has made it difficult to get in touch with anyone who would have knowledge of the event. Kinda hoping it is a server issue, and not CCP intervening in the sand box.

Yes, I would like a translation. I am a bit slow :/. Are you saying that you guys submitted a petition to CCP, and they flipped the districts because of mysterious disconnects that only affected your ability to defend the district, but we were still able to field a team without issue? And instead of having that districts at (my memory is a bit foggy) 138 clones under attack by ERA with 449 clones, they decided that it would be best to just set the district to 450 and put it online? Is that what you are saying?
If you want to see the ticket I will happily tell the ever so famous capsuleer Marth young to forward the messages in the ticket.
Everything was mysterious about the server that day. The famous capsuleer Marth Young told me he remembers he remembers the server having issues that day. He told me there was a server wide message saying there was going to be a server restart, but when the countdown ended nothing happened. The incredibly famous capsuleer also told me it took 4 days for the jove to respond to the telegram after the jove replied instantly saying they will investigate what was wrong with our mcc.
Since you translated my post here is a chicken dinner, because everyone who talks to the most famous person in all of New Eden is winner.

So I entered the Captain quarters of Marth Young and told him he some one wanted the telegram from the joves.
He replied " Tell them to pay me 400 million isk and I'll forward the info "
Before any one says Mr.Young is a liar, you must understand the information he is holding is very valuable.
Also There were at least 30,000 pilots online when the server wide message popped up saying there was going to be a server restart, then nothing happened.
There was something wrong with server on April 14.

Key part. And no, I am not paying anyone, anything. If he doesn't want to help resolve this issue that is up to him.
I have told Marth Young, about your stance. His reply was something on the lines of I don't have to help any one resolve anything. CCP made up their mind. If they like they can send in another ticket and be told the same thing.
