Well 3 of them kills a tank. 1 kills 90% of heavies 1 lets you supress a point against hacking for 1 attempt. 2 takes out a LAV 3 takes care of an installation.
Plus they are the only weaponised equipment, I would expect them to be popular. They have the highest rate of return.
In addition there is no positive to higher meta level RE's, the max ammo doesnt change nor does damage. As such people only buy more if they wa t to put more than 1 set on a suit.

As someone who uses RE's to kill tanks, I can tell you plainly that it takes more than 3 to kill a tank, unless you use proto against an un-harden milt tank
As I said there is no damage difference between tiers. 3 takes care of an armour tank, no problem, unless he has a plate. While a shield tank needs to have less than 1200 Shields.
I have an Amarr Logi specifically designed for AV duties. 1x Adv Swarm Launcher 1x SMG 1x Packed AV
1x Std RE 1x Std PE 1x Adv Nanohive
You stick 2 REs to him, lob a grenade, 2 volleys of Swarms and detonate, gets the tanker every time becauuse he thinks he got away.

3Re's hit the weak point for 9000 dmg, before weakness and resistance is applied.
