 I've got no idea how cloak works as I've just come back recently.
 
 I was pinned down by some snipers on a tower - I did see one guy when I swept around with my own sniper rifle, but then latter on I couldn't see anything, nor pick up anything with my aim - but it still seemed to be from the top of the same tower?
 
 I just kept soaking their rounds in my heavy armour - atleast I occupied them from shooting at my team mates.
 
 Can they just sit up there cloaked and snipe and there's no chance to really find the right pixel to shoot at?

 Well you can't fire while cloaked, so he probably lets off a few rounds before cloaking.

 Cloak is just like EQ. You have to have it in your hands to activate it. You can be cloaked and hack, climb a latter, even inertia dampen. However you cannot fire, throw a grenade or use other EQ. However, there is a delay when you decloak so usually the first shot happens when they are still cloaked. The shimmer they're talking about is only apparent when they move. It's fairly noticeable when they are moving but they are practically invisible when they stay still.
 
 That being said, if you yourself ever want to try cloak, be aware that a sniper can see through your cloak.

Also for many people running cloaks, some of them like to stay still in corners and knife you so check all directions when entering a building.  As a new cloakee, that might be a tempting thing to try but there are a lot of scouts out there since this patch and in my attempt to try the sit and wait game, I've had other scouts render me to pieces (not a good scout am I).
 
 That being said, skilling even a little into some dampening would help and watch your 'you've been scanned' or 'scan attempt prevented' screen. Those messages are great intel news for 'someone is near me'. Most of the time, its a vehicle. I have team members who are great scouts and when they get scanned while cloaked, they warn us so we know a proto scout is near and probably one of us will die trying to find him.

 Also recently I tried a cloak and did some flanking during a domination match - our side pressed forward.
 
 Then the reds seem to go cloak crazy themselves and were using it all over the place.
 
 Is there some sort of mutually assured cloakstruction going on where people go ape if you cloak and they all bring it out?

 So if I suspect someones on a tower sniping, I should perhaps do some speculative shots even if I don't have a red dot?

 You get the red dot when you move over a cloaked Merc, same with any other weapon, but that's all you get. You don't see their name or their remaining shields and armour.
