Ok, so the title is a bit misleading, I already chose. I was looking at what the scouts look like and decided I wanted to spec into Amarr Scout. It has kind of a goofy helmet-thing but it seems to work with the rest of the suit and looks pretty sweet.
But I feel like I don't know where to go with her, because the Amarr Scout doesn't seem to really excel at any one thing. I'm only at basic light frame right now and currently have this build:
rail rifle
militia profile dampner x2 militia armor repair
militia nanite injector militia repair tool.
*edit* btw, I'm only at 1,130,000 sp. I can't do a whole lot, but I'm trying to plan for the future. *
What I would really like to run is a cloak (and be cool like everyone else) but with Amarr Scout's bonus in stamina I feel like I should equip a complex cardiac regulator to take full advantage of that. I'll also need some kind of profile dampner to hide from minmatar and gallente (and some scanners). and that leaves me only 1 high slot and 1 low slot to try to specialize in. o_O
Amarr Scout seem more of a "basic" scout than anything else. Minmatar can specialize in hacking and stealth kills, Gallente in hiding, Caldari in hunting, but if I want to do any of those things I feel I have to sacrifice a lot of my fitting potential (and I don't want to be a generic cloak/ shotgun build).
I still want to be an Amarr Scout (because of how it looks) but any advice or help would be really great because right now it seems very underwhelming... except for running. I guess...

I have both Amarr and Gallente scout to proto. I have been trying to find a single redeeming thing the Amarr does better since it came out.

yeah, that was kind of the problem I was finding out. Everything I can do, another scout can do better (from a numbers, statistics point of view). But I still want to spec into amarr, mostly for the looks.

I don't know how to run a Amarr scout but you can try it two ways.
The first is to armour tank it and throw a precision mod on the high slot. This would probably work best with a BK-42, a complex reactive, a std reactive and a basic plate. You lose a little speed but get some beef. The only problem is your range is quite crap and lots of armour without reps is crap. You will see 30 meters, which is good compared to everyone suit except Gal/Cal. You will see everything around you however, and should be able to use this to your advantage.
The 2nd way is to run it like a scout, skip the cardio mod and use a kincat, a range amp and maybe a basic reactive(the 3rd module is your choice, but that's just what I recommend for the time being) again, run a BK-42 or a shotgun and idea precision amp in your high slot. The higher, the better.
Sorry, that's all I got. Hopefully some real Amarr scouts can help you.

Oh well. btw, how viable is an armor repair module? should all suits have one? Since I have such little SP I can only plan for standard fittings (1 high, 3 low) right now.

Stamina tops out in usefulness more than most stats, at least that is what I find. With the skill bonus I don't find it necessary to run a Cardiac Regulator, which leaves me room for an Armour Repairer, and Kinetic Catalyzer. The one thing I find useful about my Amarr Scout is the ability to fit a lot of good gear on it. Unfortunately, the Gal Scout and Cal Scout seem to outperform my Amarr in most scout abilities.
I started out as a Heavy and still use that suit a fair bit, most of my skills are built around being a Sentinel, but that makes my Amarr scout very solid and have some room for fitting better modules. Tanking out Armour is not a necessity for me as I have a large passive bonus. I fit a Complex Ferro, and a Armour Repairer on almost all my Scout fittings, which gives me enough armour to survive. My precision skill is still to low to be worth fitting enhancers on, so I am using an Enhanced Damage Mod, and a Basic Shield Energizer, which keeps my shield buffer up and running very effectively. Using the Scrambler Rifle keeps my speed problem to a minimum because I can engage people on my terms. The ability to get wherever I want from the stamina bonus helps to dictate where the engagements happen and keeps me near cover, or a fall back place when i need to recover.
Could I do this better with the Gal scout, probably. I could probably a successful build this way using the Cal scout to.

I would only fit a cardiac reg if you find you regularly run out of stamina. Bear in mind also that some scouts like to jump around in the midst of a fight to break target lock and generally make them harder to track. This uses stamina, and it's the only thing I can think of from my own play-style point-of-view that might tempt me to use one. Though I think they're a little tankier too. If anything, I'd say they're designed more for a scrap than the other scouts.
Think of the bonus as something that can either be boosted even more (if you need it), or something that means you can save a module because the bonus is already equal to one.
Honestly though - I wouldn't favour looking good over being practical. Can't say I've stopped to admire anyone's suit before I've shot their head off at point blank range ;-)

Always have an Armor Repper. Always. All that armor is prectically useless without some way for it to fix itself.
2 Basic Plates and an Enhanced Armor Repairers are a good starting fit. You could replace 1 plate with a Profile Dampener if you want. Eventually, you may want to upgrade one of the plates to Enhanced, or upgrade the Repairer to Complex.
Whatever Shield Extender you can fit. They are the only good high slot module right now unless you are in a Caldari Scout. If you really want to though, you could use a Basic Damage Mod.
Use whatever weapon you want really, in the end its all up to you. I use Scrambler Rifles, Laser Rifles, and Plasma Cannons, but I don't recommend any of those weapons for use on this suit, though.
Plasma Cannons can actually work, but a Shotgun is just better for that playstyle. I don't think I need to explain this, even to a new player like yourself. Laser Rifles just aren't very good on light suits because they require you to hold the weapon on the enemy, and that gives the enemy time to fire back and kill you before you can kill them. They are good weapons, just not the best on light frames. Scrambler Rifles are just pretty bad lately because the Proficiency nerf hit them the hardest. They oftentimes can't do enough damage before overheating to even kill someone. Combat Rifles are better for this type of playstyle.
I would recommend either using Shotguns or Combat Rifles because they have great synergy with light frame suits.
However, Before you even think about getting Prototype or Complex ANYTHING, get Engineering and Electronics to at least level IV! This is crucial! Those are the two most important skills in the game. You really should get them to V, but IV are enough for a long time.
