Hm... this looks very interesting and after reading everything, it seems good at glance. I will think a bit when I have free time to see what could cause problems then I'll post it. That way if CCP actually decides to use stuff from this idea, then they could avoid future problems.
I suggest everyone does the same, try to find ways to break Wolfica's PC 2.0 plan. Find any problems in it and post them so we can all work on this together. It is a beta PC plan, so test it out in theory and see what can cause future problems.
For example
1. If the attacker can choose what time to actually have the fight, it could cause the similar problem we have now with the American/Asian time difference. For example, Nyain San can attack an American corp when it is Japanese prime time which would make it a lot harder for the American corp to organize players. Or the American corp attacks Nyain San during American times and makes it hard for them to defend on American timers. This problem unfortunately might always exist in PC in some way because dealing with the whole time issue is very difficult and has been around forever. 
2. This seems good but of course corps in DNS will still be on top and reap greater rewards while others don't. If this were to happen, then more than isk is available which will get me interested in PC (finally). But DNS might still hold Molden Heath unless we decide to fight each other again for fun.
In my opinion, a 50C idea I have which I just came up with so it is not well thought through is that we wipe Molden Heath. It would be awesome for more land to open up or as Snuggly wuggly said "open up more planets in Molden Heath" but we will also need to wipe PC and make it start all over again. To prevent corps with a lot of money from retaking everything when PC reopens, I say we have a 1-2 district per day mechanic. In other words, you can only get 1-2 unoccupied districts per day for the first [insert short time frame] after PC reopens, then it becomes a free for all after that time frame.
I just came up with this as I typed it so it probably has some huge flaws so feel free to post about it so I can edit my idea.
CCP is having problems dealing with the PC mechanic so I say we should at least work together to come up with an idea as to how we believe PC should work in the future. Hopefully CCP reads these posts and takes into consideration what is being said here.
Please no flaming or trolling for once. I know this is the war room but can we at least be serious about this thread?
