I like it! (first glance) Loving how it creates a larger EvE - DUST link which would actually get the EvE side interested, the researching BPO part for example.
Also for the record its clear ideas presented like this that separate you from the noise that is these forums! And make the CPM more willing to share your plans with the developers.

one of the things I hate most in dust is the non player driven elements. (passive isk, transportation of clones, market) and this gets rid of all NPC parts

On that same note however you don't want the two systems completely dependent upon each other in Empire space. I think an NPC option should still be available, but with an associated cost as to encourage EVE connectivity. Have you had a chance to look over my version of PC 2.0?
Like my ideas?

yeah, Dravon I was looking at it last night when you bumped it. the only problem I see with an NPC option is that there would be no actual entity in space on grid to shoot. maybe if lore could be built around sending attacks/movement of clones from the ground then it would work because then there would be no need for a war barge.
I would like to see a contract system implemented for a 3rd party movement of clones, similar to the courier contracts already implemented in EVE. this would allow smaller groups to send attacks without having an eve support, now they may want hire pilots to protect the barge during the battle.

Well you could make it a destructible NPC ship, those do exist in EVE. I think if anything you make it very expensive so that the tradeoff is less risk for less reward (profit)

added an NPC for of attack... hire "3rd" party NPC corps to send a ground attack. so current clone pack mechanic, only with this there is no need of a war barge and instead of taking days for the battle to start, the battle is timed based off of NPC corps district distance from the soon to be attacked district. so times will very based off of distance.
here is an improved flow chart using a supply and demand format to remove all passive generation of clones PC 2.0 concept, removal of passive clones
