Good scouts never needed cloak before, so making sure that running while cloaked is noticeable is definitely important. Cloak is for sneaking, not sprinting.

Good scouts could always do this before cloaks. Relying on invisibility to cover ground and sneak makes you bad. It should have it's niche, instead of.being a crutch. There is a fine line when it comes to balancing stealth in any game.

Not sure, I don't play enough these days and I only ever fly. They should be though, so, knowing CCP, they probably aren't.
