The 2 weapons it can use makes it viable in any situation just as your Minmatar Commando. The difference there is that my laser would tear you up at a range and my ScR would in close quarters. Minmatar don't favor armor so it wouldn't take long, but it would be a more or less equal fight. Your statement is false. :)
Dropships need a buff. This way they can stop derping everywhere . ;_;

THOSE are the right numbers. Now you can extrapolate.
(this means laser/explosive weaponry is pretty much the only weaponry that really doesn't due at least full damage to something)

Using his definition, both have 3 weapons (the rifle, the assault rifle varient, the specialty weapon).
Oh and CR >>>>>> ScR in CQC unless you are a cheater (turbo controller, and even then does less damage over time)
CR does ~30% more damage per trigger pull, has a better damage profile, doesn't overheat, cost nearly nothing to fit, and is all around the best rifle in the game without exception.
MDs after the boost are pretty good again, and very effective cloaked scout control.

The laser rifle is where the amar commando would really shine. 10% more damage on a heated beam would be a huge damage increase. Add a comp dmg mod to that and you have 15% more dmg on a heated beam. Rip through the shields while the beam is heating and then still cut through armor as the beam gets heated. I read on another thread, someone who was running the amar commando with a laser rifle and combat rifle so he has the +10% and prof dmg increase to armor for combatants who try to rush his range weapon. Sounded like an awesome combo.

As you could tell, I was not running exact numbers. Hardly anyone reads something with actual math in it, therefore I decided to estimate. Looking at gameplay your numbers sound good, but people who spec into full Gallente Commando would rather vie for a RR/CR combination (even though neither works for the bonus) simply because they're the "preferred" weapon choice.

You don't Amarr Commando often do you?...actually do you Commando?
Amarr Commando is insanely adaptable at basically any range....as you say we only have 3 weapons..... if the Amarr get a Light AV weapon...I can see us being significantly more able to address battlefield threats than we are now. Still not sure why Min get Swarm bonus damage......as it primarily doesn't make sense gaining a bonus from a non racial weapon on the suit....but what evs.

I know that, which is why I went with estimations. Simple addition should be done by the reader because it's simple, lol. Pretty sure it suffers stacking like any other suit, except it only has 1 high at proto level.
