Now, I'm fairly sure people know about this, but don't think too much about it. The Amarr Commando at maximum operations nets you a 10% (ten percent) bonus to laser weaponry. Why do I bring this up you ask? Well, for starters, it's because of our laser weaponry known as the Scrambler Rifle. Why is this important you ask? Because Scrambler Rifles at this current time have less efficiency than every other weapon (except maybe the AR) against enemies. Let's take a took here real fast:
Laser weaponry damage profiles have a +20% to shields and a -20% to armor damage ratio. This means at base, a Scrambler Rifle will net you at a headshot within optimal range a 120% bonus. With maximum proficiency (I'm pretty sure), it's ~140%. Against armor, the headshot ratio drops to 80%.
Let's look at the Amarr Commando's (superior) bonus at maximum operations:
10% increase to light Laser weaponry damage.
What do you see here? 10% to shields or 10% to armor? The answer is both. If we assume you have PROF. 5 in both light laser weapons, you will do the aforementioned ~140% damage to shields and 80% to armor. With the Commando's (superior) bonus, this means:
Laser weaponry (excluding ScPistols) will do ~150% damage to shields and 90% to armor. How is this relevant you may wonder? It is because of the Laser's weapon profile. By using the Amarr Commando, one can change the damage profile of laser weaponry (with PROF. 5 in weapons and OP. 5 in the suit) to ~+40% to shields and -10% to armor. HOW IS THIS SUPPOSED TO BE GOOD?!
Well, the reason it's good is because running a commando with maximum OP. skill will knock off 10% of that damage reduction allowing you to effectively out-pace the AR (Which has a +10% to shield and -10% to armor without any PROF.) and RR making it the second best weapon available to use.

The damage profiles at base are as follows (unless they changed?):
Gallente Plasma Rifle: +10%/-10%
Caldari Rail Rifle: -10%/+10%
Amarr Laser/Scrambler Rifle: +20%/-20%
Minmatar Combat Rifle: -5%/+10% (or is it 20? Someone correct me on that, please.)
Minmatar Mass Driver (Noob-tube): -20%/+20%
I'm not at home currently to look at the other Commando bonuses, but from the list, it can be seen that Amarr is obviously meant to #REKT Caldari/Minmatar as they are partial to shields. From the gameplay during 1.8 though, it can be observed that everything can and will armor tank do to discrepancies to the shield/armor module scaling. So for all intents and purposes, we'll assume it from the game perspective (~600 armor scouts).
By getting that Amarr Commando (and using it), you effectively just made your laser weapons (we'll assume Scrambler Rifle) assume the armor damage profile of the Gallente Plasma Rifle, except you do superior shield damage. I'll make it easier for you:
Gallente Plasma Rifle: +10%/-10% (Assuming base, because I don't know the Gallente Commando bonus)
Amarr Scrambler Rifle: ~50%/-10%
"Well how in the hell does that make the Scrambler Rifle the second best weapon in the ARs?"
Because it not only wipes out all shields in a single headshot (and most times body shot), it now has a 10% (ten percent) reduction to damage. The reduction to damage loss means you can use your Scrambler Rifle just like before 1.7/1.8. Using the Assault Scrambler Rifle is actually even better than the Gallente Plasma Rifle because of the profile change. Not only does it wipe out shields faster, but it has about the same RPM of shots and slightly higher damage (if I remember correctly).
"But that makes it only better than the AR, still not second best."
Well, the Scrambler Rifle has only a slight range disadvantage to a Rail Rifle, but that means nothing when in a ~40 meter fight between two armor tankers with one using a Rail Rifle and the other an AScR, they will no doubt win because of superior DPS even with the reduction to armor damage. In a fight between two Assault variant users, the ScR still outperforms the Rail Rifle in terms of DPS. It has a faster fire rate, larger magazine size and about the same accuracy. The only time one would lose this fight is from outside factors including the user's gun-game.
"But the RR gets -10%/+25% in damage profile when you have PROF. 5!"
That damage profile does not mean you'll win the fight given that the ScR will out-DPS you in any given situation (no lag, essentially). Now that I've covered why it's second best, I'll get to the final point:
The Minmatar Combat Rifle will out-DPS any ScR user and will most likely win every encounter in almost all conditions. Why? Because of the following:
Minmatar Combat Rifle (at PROF. 5): -5%/+25%
Amarr Scrambler Rifle (at PROF. 5 w/ Commando): +~50%/-10%

The Minmatar Combat Rifle has superior DPS (in both burst and assault variants) and has about the same range and accuracy as a ScR. In a ~40 meter fight, the Combat Rifle will knock out your shields (let's say 250 as per the base with a commado at 5 Shield OP.) in ~1-2 bursts. This leaves you open to his punishment of +25% armor damage, and assuming he nets a straight headshot he will reduce you from ~800+ armor to less than 400 in a single burst. Since both users are Armor tanking, the only hope a ScR will have of winning is by consecutive maximum charge shots to the head, which is rare. Assuming both users were fighting with the assault variants, the mass DPS output of the assault variant would annihilate the AScR user with small-medium damage to his/her armor.
In Closing:
Combat Rifle stands on top because of its ridiculous -5% to shield damage.
Laser weapons stand second top when using a Commando at OP. 5.
Rail Rifles come third with their good range and accuracy.
Assault Rifles come dead last because of the short range and lack of damage.
NOTE: All percentages were based off of headshots.

Maths make my head hurt. I just like to melt faces with my Amarr Commando. I run Laz0r and ScR and do "ok" considering this is a new alt with only 1.5 million SP. I have still melted Heavies from 100~ Meters with my Laz0r though. |

i'm a proto lvl Amarr commando with prof 5 lazer rifle. It works. I assure you. In fact in my latest video you can see it kill a 867 HP heavy in 2 seconds

I tried to make it simple and clear as I dislike maths as well. Just look at the good parts. Lasers with a Commando at OP. 5 means you do +30% to shields and -10% to armor.
Dropships need a buff. This way they can stop derping everywhere . ;_;

Headshots are a 25% on non-scrambler headshot(citation needed) and scramblers are 40% or something.
For the record, explosives with commando V and prof V do 90/145 damage.

Since I based it on headshots the profile would be +45%/-10% on lasers. Fortunately, the Mass Driver is not an assault rifle, that is why I didn't go on about it, only giving the glance at its damage profile.

It's still by far the best weapon out to about 80m. I do not know the calculations to that, I won't be home for about another hour.
I don't think the CR Modifier against shields can go positive....but it should be able to be reduced to such a negligible percentage that essentially..... and 5% is already negligible.... is non existant..... while buffing the standard +10% up to something like a 125% modifier against armour.
Please correct me if I am wrong.

No, you're right on the money there. CR needs to have a -10% to shields to make it in line with the other rifles.

Im a CR/ACR user now.
Yes, its OK for the SMG to have -5% shields and +10% armor. Its an SMG.It has like 10mts range XD
But for anything that has the range,RoF and damage that like the CR it does not deserve the ssame damage profile.
The Combat Rifle Deserves -10% shields and +10% Armor.
Or
An effective/Optimal range reduction to bring it in par with the AR's.
Or my personal Favourite
A HEAVY FITTING NERF. What makes the CR's Ridiculous is their EXTREMELEY LOW Fitting cost. (the MAIN reason i use it over the SCR, is that it costs a mere 8PG at proto level (Without fitting skills) and the CPU usage is not impressive at all either)

-10% / +10% is the Hybrid - Railgun profile. I think -5% / +5% would be the better way to go about things.
Also, it may only have 8 PG, but it has 81 CPU. When you consider how PG starved Minmatar Suits are, that's pretty balanced.

Anyways, the Amarr Commando isn't as favorable because it only has 3 Weapons (LR, SCR, and ASCR) that gives it a damage buff. Your only good in 2 situations, while my MinCommando is good at just about any.
