Not doing well on sleep so in my stupor I will admit I also have no idea how feasible this all is as I at the moment lack complete thought process.
Clones are no longer produced by any facility save for the production facility.
Clones are no longer launchable for attacks unless its from the lab.
Clones can only be sold at the storage facility.
Clone Packs are now Free to qualifying corporations that hold no land; limit 1.
Those using clone packs get biomass pay for both clones they destroy on the field and their own clones destroyed in combat.
Destroyed in combat biomass is recycled and turned back into clones at a ratio to the district owners after combat the biomass going into the fight will always be less than what is going back out.
Attacks are now a bid system; highest bidder gets to attack in that golden hour.
??? Profit
Like I said I haven't thought this through yet for the defenders this is jsu the attackers half; well going to get some zzzs.
Oh i remember; defenders get rewards based on how many total clones and district density they have.
and need to think of something around the lock fest.

Well for one you would need to be able move clones from your production facility to your lab to launch an attack, so that mechanic would need to exist. I would like to see more SI / give current SI more of a function, though I"m unsure how much of that would be feasible in the short term (Which I assume your proposal is intend for).
Biggest issue I see is a corp much hold 2 districts minimum if they want to be sustainable, otherwise a single production facility would allow for defense, but no attack, and no profit. Single Storage would mean no reinforcements and thus impossible to defend in nearly all cases, same goes for the lab.
Free clone packs are....interesting. I could see avenues of abuse but something along that line would tear down the ISK barrier and make things more accessible to newer corps. Only issue is bigger corps would just use alt corps to get free clone packs. Even so that's a line of thinking that should be explored further.
Not sure about the biomass = profit bit, but I do like the idea that biomass is a resource that is needed to make clones and there are ways to 'produce' more of it through battle.
I can see where you're going with the bid system, the biggest question is, if a bid loses, is that money also consumed? Or is that only true for the winning bid? Its a fine line between discouraging district locking, and artificially raising the ISK barrier of PC. In the short term its not a bad idea though, I'd be interested to see how it goes.
Like my ideas?

How do I launch an attack/sell clones/do anything with my district except for defend it?
I don't see how this benefits anyone except district-holders, tbh. Free clone packs is nice, but when you get a district it's just a massive sink until you get three, at which point it's presumably self-sustaining?
And how would attacking a production facility work? Would total clone production be cut by 1/3rd, or would production facilities have an enormous production rate?
I don't know if my points even make sense, sorry; sitting in an airport atm :)
Anyway, seems like a cool idea.

I agree that cargo hubs and the like shouldn't produce clones. They should be used... for cargo.

The bid system could be abused to avoid fights with certain corps, give X corp enough isk to outbid Y corp. Especially if the district is close to being taken, whats to stop the fat cats giving isk to sister corp for a no show just to top up the clone reserves to avoid losing a district.
In the moment when I understand my enemy, well enough to defeat him, I also love him. And then I destroy him.
