I have thought on this for quite some time. Back when Uprising was released, last year, I went Mini Assault; as it was a good cross b/t a scout and assault and worked well (at the time, till about 1.5). Until I came back to Dust after 8 months, and armor tanking + dmg mods ruled the game; I was quite able to run no extra armor or armor reps on that suit, allowing the base 187 armor w/ 1hp rep work perfectly fine me.
With current setups and pure tank, module usage, etc; it isn't a bad thing to think of all suits having some sort of base level armor rep; as all suits have a base shield rep.
If you look at the gallente scout; I'd say they hit the mark perfectly there w/ a base rep of 3; but what should of occurred was make that the standardized rep across all of the gallente line.
From there reduce by 1 for amarr across the board at 2; and have Caldari & Mini at a base rep of 1; as they should be shield tanking.
Gives a minimal form of base hp rep could allow to freeup module suit slots that would better benefit the suit type you are using.

That all stinks of powercreep and is entirely unnecessary. If you want 1hp/s, use a reactive plate. This game is all about sacrifices and if you want something like armor reps, you can't get them for free - you have to give something up for them.
id have to disagree, as you are only thinking linear in terms of suit loss, as to what you can put on it.
Lets want to fully brink tank an Galente assault w/ 700+ armor, and only do a said 2/3 innate rep . You are looking at almost 3/4 minutes to recover your armor w/o aid of rep tool or rep hives. Given the same situation, you can tak it out with 500 armor, and a rep level of 11.75 (or 10.75, with current 2 rep) . That means you'd rep full armor in less then a minute.
So there is already a built in cost-benefit situation with the suit. Even now you can full tank and use a base armor rep however to get back to full health will take a lot of time; or can forgo pure tank stats and use a repper to lower your hp level but increase your hp regeneration.
It is currently the same w/ non armor suits in the form of shield. Extenders or rechargers/energizers. The only difference is Gallente don't have to technically use a slot for armor rep; so it already allows them more customization if they so choose w/o that "cost" . As Gallenete lines of suits somewhat go against the idea of cost-benefit; even if it is only slightly
