They're scouts running cloaks with a shotgun.
The cloaks have built in dampning, meaning, you probably won't be able to find them on your radar if you don't dedicate your suit to scan modules.
Not all are invisible. They shimmer when they move.
Your cross hairs turn red when you point at a cloaked scout.
It's not a bug.

I hope I answered all your possible questions. Thank you! So it's not a bug??? Confusing.. I can't find scan modules anywhere either. They mean I can see these guys right?
They're slightly visible when standing still if you focus your vision, and are fairly visible when moving. Assuming they only use cloak and not on a Gallente Scout, you should be able to see them on your radar if you run multiple Complex Precision Modules (forgot how many of them you need).
Since you're new, you'll have to rely on your own eyes to catch them moving since you probably don't have any skills in electronic warfare (Scan Range, Scan Precision, and Profile Dampning).
Best of luck, and remember, if an objective seems safe, run around with while scanning with your cross hairs to see if there are any cloaked scouts. |

I hope I answered all your possible questions. Dude its more then just dampeners....you cant detect a tank 5m from you unless your looking right at it
I know. It's glitched. It works against infantry, though. |
