Ok, I'm just going to give you a list of my Skill books
Dropsuit Upgrades 4 Biotics 5 Kins Regs HTH 3 Core 5 PG/CPU 3 Gallente Scout 3
Here's the problem. I'm SP poor ATM, so I cant max my pg/cpu so I cant fit what I want, and going negative 75% of the time I cant afford to run better gear. Until I get the 2.5mil SP to max my fittings, I can run only but so effectively. I have a lot more skill books obviously but I'm considering not playing for a bit just so I can get my SP up so I can get what I need, THEN I can get and fit what I want. Or just run militia blueprints all the time and just rake in every little SP and ISK I can. What should I do? This is the worst, and being a scout these things are a NECESSITY.

That is why this game is a Grind.. run ambush and militia gear. make isk and skill points. look for the wounded trying to run. |

I am at the worst point myself. I have over 44 million SP and have maxed out all the skills in drop suit upgrades, 3 proto suits and 9 proto weapons and still have 400K left over. I am at a horrible place for I want to use the SP but there is nothing I want. I know you and I are at different points, but we are at a same point and that is we are stuck and only time will help us. Good luck. |

Only get your cores to 3 or so, then focus on gear
For a scout i would suggest skilling : Get cloaking 1 Main weapon(shotty, rifle and sidearm) to level 1 Niche weapons to 1(laser rifle, mass driver, plasma cannon) Getting armor/shield mods to 3 is almost necessary: you need a Ferroscale or an extra repper depending on what you're aiming for.
Hope that helps abit, OH and also get Demolitions/remote explosives.

I've learn, but if you max anything MAX CORE PG/CPU FIRST. It will make any suit run like a proto suit. But I'm at 7mil total right now including both refund and events.

Focus primarily on your passive scan skills, then once you need pg For kincats, level it. If you need CPU for those precision mods, skill it.
Until then focus on getting combat ready: Promary weapon, be it shotty or rail rifle or CR, skill it to 3. Secondary primary, the one you'll fal back on in your fittings for when your primary is LITERALLY useless(imagine trying to shotty on Manus Peak or the new bridge map)-shudders- Sidearm: get at least 2-3 of these to lv1, mlt doesn't help you.
Damage mods- as controversially bad as they may be, 3% is still better than nothing. Focus on bringing to this to 5 eventually, as it lowers CPU cost of damage mods.

Parkore, I feel you brother, finishing out the core is quite the grind. I'd say play it by ear, squad up as much as you can and have some good laughs! I'm out of country for the next couple of weeks otherwise I'd offer you a gun in my dropship, it makes you quite a bit of isk now might be a good time to save money for your fansy fits. make a skill plan and stick to it dude. its quite possably the hardest part of the game... not spending your SP on any ole thing and saving it to stick to a skill plan.
im grabbing proficiancy 5 in my combar rifle and my knives, then im grabbing everything minmatar i dont already have at ADV, then im maxing out ADV fits by protoing weapons and getting my proficiancys to 4, then my dropsuits to proto, then my sub weapon skills (reload, ammo, fitting if i diddnt need it for maxing out the ADV)
i already have all of my cores max and almost every equipment to proto.... but i still have loads to get before im satisfied |

In all honesty, you don't need anything above adv. When I ran my alts in PC all I wold use was adv gear and not once did I not pull my weight end in the top 5

Not playing is a great way to earn SP! Works for me. I refuse to grind so when I get bored with the slow char development, then I simply put down the controller for a month.
Running BPO and uber cheap suits is also a great way to rack up both ISK and SP while honing your basic battle skills.
I rarely run a suit over 6k and I have tons of fun getting kill chains and usually finishing in the top 3 each match.

Modify a starter or just run a pure starter. Instant profit and it will make you better.

I took one of the starter fittings and slapped a STD rail rifle and magsec SMG to it. I'd have to die hundreds of times to go in the negative for ISK.
As for SP... well, we have a x5 SP event starting tomorrow. Buy an omega active booster and go to town.

The Gallente Scout has plenty of CPU/PG at your levels. I also have cores 5 and Electronics/Engineering 3.
On my STD, I can fit a CPX and ENH kincat with STD shotty and smg and CPX Shield Extender. I don't use grenades or equipment on that suit, though.
I really have no idea why you can't play with what you already have.
Fit what you like. If you speed tank, use dual ENH kincats for now on a STD scout, that way you don't waste a lot of money. You'll have enough to use whatever weapons you want. |

Don't worry.
If you played in the last event you will get a bunch of SP (if you were playing in a commando suit). Maybe not 2.5M, but a nice chunk if you did well.
Unfortunately you just learned one of the big lessons we all learn: choices have consequences. And SP spending is a choice.
Besides, the SP event is starting tomorrow. You could get a butt-load of SP over the next week. Maybe not 2.5M, but a nice chunk if you do well.

Gallente scout is very easy to fit; most mods that you would use on it are very effective even at basic level. Even tanking HP is cheap; basic plates have minimal CPU/PG/ISK requirements. You can quite easily make 10-20K ISK suits that are highly survivable.
While Electronics and Engineering are important, they are very costly. Just going from level 4 to 5 for both will cost you 1.5 million SP. And when you finally have them, they are not going to help you save ISK if you cannot survive in your suits. Slapping better mods on your suits is only going to increase the ISK lost when you die. If youGÇÖre losing money now, you will be losing more after you have your CPU/PG maxed. For your SP level, IGÇÖd say level 3 is good, 4 if you can afford it and 5 is unnecessary, for now.
Also, if you need CPU, weapon skills help with that as well. For example, light weapon operation lowers the cost of CPU of all light weapons 3% per level. I have all but heavy weapon maxed, so my grenades, main weapon and sidearm all consume 15% less CPU. No help for PG thoughGǪ

Before I hit 10 million, I just peppered my SP all over the place like that. A little in every weapon and every suit class hoping to find my niche. From around 10 - 15 million SP I was laser focused on one main weapon, one suit class, one sidearm. I did the MLT/Starter Fit grind, saved until it hurt, and then one day I spent it all. I immediately felt competitive. At 25 million, my CPU/PG are still at 4/3. The Operation skills that lower your CPU/PG usage are easily more valuable. Make your available equipment work better together instead of forcing higher meta on weaker builds. Strength in continuity.

Don't listen to the others, GET YOUR CORES FIRST.
Why? With good core skills, you can make your ADV suits shine. With good skill, you can take an ADV fit and have it compete with Proto's (Not on the same level, but you are in the ballpark).
Yeah, the grind is hella long. I didn't even get my first proto suit until around 22mil SP.
However, once I had that suit, I had everything I needed to fit it. And by then, I really felt like Proto was superfluous.
That being said, you don't need to MAX core skills right out the gate. Getting them to three is what you need, and get them to 4 if you really need to. Don't worry about getting Electronics/Engineering V until you AT LEAST have a Good Light weapon with Prof, Good sidearm with Prof, all of your NECESSARY SKILLS (As a scout, that would be dampening V and either Speed or eWar) up to where you want them, and your suit up to III.

If playing like a scout is making you broke, change things up and tank your Gallente scout; you'll basically have a faster, more mobile medium suit with the added bonus of an extra equipment slot. This really pays off if you have at least two different uplinks--create a cheap suit with high speed/endurance and equip the uplinks in each slot. Drop them just off of the beaten path (where they'll still be close enough for your team to advance on an objective) and you can earn an extra 30-50,000 ISK per match simply from the WP they provide. Otherwise, keep your suit under 15k and you shouldn't have any trouble turning a profit (assuming you aren't dying more than ten times per battle!)

Ah, you have to go 5 in botics to unlock kin kats and cardio regs. And its not that expensive x3 multiplier. He made a smart decision for a scout, red and green bottles are our lifeblood. |

Get core and pg to 4, 5 is way too much to blow when 777K SP will get you to proto in almost anything else. However, before you go to even 4 in PG/CPU, have the patience to get your suit to 5, the lowered cost of cloak + the range + the dampening will make your basic suit feel way more powerful. |

I feel your pain- I only recently emerged from that zone a few months ago. My advice is to make some cheap-fitted ADV suits- ADV suit, basic weaponry, basic equipment, the best modules you can fit. At that point you can run ADV for only around 25k-30k per suit. Practice, practice, practice at this level of gear, so that when you finally get to turn it up some notches in a few months, you'll feel like a god.
This is going to be a controversial opinion, but since you're a scout I would focus on getting your suit skill to V. Not to use the proto suits, but to make it feasible to run a cloak on a STD suit and get your free complex damp. It's a grind, but the 3x SP week coming up plus the 750k from the last event should get you most of the way from 3 to 5. Being able to fit a cloak on your STD suit makes you much, much more effective in the cheapsuits. You don't necessarily need the extra EHP or speed or damage from high-tier suits and weapons when you have that level of positioning and engagement control.
edit: I still have my CPU/PG core skills at 3, and I don't have trouble making solid fittings at every tier. Maxing it is good, but it's not absolutely crucial.

I know you been frustrated, I was too when I was were you are at. We had a couple of good runs with the fits we made together and next time I am on I will try to run 1 on 1 with you. It just gets too hard with more than that. Stick with CR/ZN-28 on a basic gal scout frame with basic\militia shield extender, kin kats, cardio, plate, flux, and cloak. Should be around 12K. Or what I did, (cause if you don't get enough war points you won't make enough to pay for more than 10 deaths) is to get a milita minimatar light frame, two kin kats, and a stable uplink and run around and drop one in a smart location 100M out from an objective on the enemies half of the board. Even if we own it at the time, once it flips, you will start getting +25 spawn like a strobe.
Also, you GOTTA get a 720p or better TV. Your WORLD WILL CHANGE MAN. Standard def sucks balllsssssss.

Honestly, it sounds like you're playing hard but not playing smart. You can be extremely effective in just milita/standard gear, and you don't need lots of SP or isk to run suits like that.
You just have to be smarter with taking your engagements. Don't fight someone head on. You have to be smart, look around, find an unsuspecting target and take that one out. You try and rush the other team and it's not going to go well for you. It's not really a function of gear vs gear if you play smart.
Some of my funnest times I have is just running something really cheap and getting a few kills. Sure, I don't lead the WP totals at the end of the match, but I make ~100k isk or so net and I had fun while doing it. Like I said, it's playing smart and not hard.
EDIT: Or hell, just run a basic scout suit or milita light frame. You honestly DON'T need a cloak. It's a crutch that a lot of people use. Most of the kills I get while in my scout suits aren't because I decloaked and ran up on someone. It's because I laid in wait for them, saw which direction they were facing on the radar and ran up behind them. They can't see you if you're coming up behind them, cloaked or not. Also remember that most players use the radar as a crutch or a replacement for using their eyeballs. If they don't see you on the radar, then you must not exist, right?

You gotta pace your self when leveling up. I learned this in closed beta that's why I was alot more smarter with my sp later with the respecs we went through. I have 30 mill sp and I just maxed my CPU and pg not too long ago.
As for your situation I would buy passive boosters and just grind with bpo no point in going negative with your best gear and lose isk.

I have been dying a lot to militia shotguns. It looks like an inexpensive way to get kills.
Maybe make sure you have some dampening, and run around the fringes of a fight.
Also, don't neglect hacking. When I was first really getting into the game, I was able to get WP and isk from hacking undefended objectives, CRUs, and depots. Especially now that they are not able to scan everything under the sun, you can stay out of the fights and still rack up some isk.

Figure out a fit to get by with and grinding points during the Triple Skill point event. That should get you over the hump.
