DNS has a huge EVE side, 10 times our size so why they are worried is beyond me.
however I would like to address several issues first: -Transportation of clones via billions of isk ship is risky for an EVE pilot, even one with a strong EVE side -Billion isk ships die all the time in Molden Heath -Pirates can kill the ships -At EVE vegas a contract system was mentioned where ANY EVE PILOT could transport clones for ANYONE, so sides lacking a good EVE side could transport -If Dust opens beyond Molden Heath, DNS will leave anyway and go back to curse and just get you guys districts there. -If Dust opens beyond Molden Heath, other corps won't have to worry as much and can move to other regions to get districts to avoid that "dust corp with a dominant eve side factor"
Another factor that could change your worries is this. The attack mechanics, if clones can be deployed in an instant, and then set a 24 hour timer for the second battle, then the attackers have the advantage of surprise, even with a strong eve side it's hard to get coverage of an entire region.
I'd like to see it happen because it's what they talked about at EVE Vegas, and it's something I've been looking forward too. Currently DNS is the corp that controls all of MH, and no one can do anything about it due to clone pack size and isk inbalance. So the current scenario has already played out for the most part.
District Mechanics could also be another factor, if it cost isk to own and run a district (which would and should still produce profit just not passive income) it may be unreasonable to own a **** ton of districts.
we can talk what if's all day, but ultimately we'll have to wait for fanfest and see what's planned. The whole EVE transporting clones idea may have been scrapped altogether.
However under the current mechanics, DNS Makes passive income and have to great a advantage with a superior amount of clones, timers, and a genuinely good team.

Yeah risk vs reward.
I don't think you'll have to worry about EVE pilots constantly flying billion isk clone moving ships around lowsec all day though.
The general Idea is you can sneak a pilot in unoccupied system and launch a surprise attack.

DNS didn't do any of this to be honest, Renegade Alliance and NF did it all, and DNS is taking the glory on a sure thing. if the districts are lost we're gonna have "FUN" tournaments and have the "DUST" we deserve... -_-
I pray fanfest opens past MH so we can forget all about DNS.
