What can we do as a community to breath some life into this jaded game?
If CCP is planning on growing Dust 514 slowly over many years, how can we, the player base, cultivate a stronger following for the game and create an enriched NPE with our resources at hand?

Improved NPE is the way to go. We can advertise the game more in PSN and have Youtubers try it out, like Whiteboy, Mystic, Machinima etc.

But who am I kidding, some of us do that just to troll the **** out of people. What we dont realize is that when everyone is trolled the game dies.
People come in, get stomped for few days, and proceed to delete the game from the HDD. Rinse and repeat ad infinitum..

Getting new players into corporations/squads will increase their chances of sticking around. The only way to route new players toward corporations is through the official forums recruitment area. Too few players actually visit these forums regularly enough for that to be an option, in my opinion.
Existing corporations could have recruitment drives; offer ISK incentives to players who are able to bring in a new player to Dust and then establish a mentor-apprentice program to help new players learn the game. If you are able to recruit 3 new players you get double your ISK bonus (or something like that).
Some new players will be hellbent on staying corp-less. To appeal to them we would need channels with large, well known channels to network with other mercs and setup squads. Squad finder is great, but it doesn't necessarily build camaraderie, it just gets you in a squad fast.
Also, didn't you quit Dust? Something about PS2 being literally Jesus Christ, God Almighty, Creator of Heaven and Earth, master of all that is seen and unseen?

There is nothing we can do, complaining or being silent has no impact upon the game.
You want to help them to make the game better? Spend all your money on Aurum and help fund CCP. Though that's not the issue, it won't help c:

What if we establish a well known corporation named BasicTraining or something so that we can all tell recruits to join BasicTraining and the rest of us can easily recognize noobs and give them a helping hand.
Planetside 2 is sweet, but I found that Dust has a level of intensity that I haven't discovered in any other game yet. So I hope that CCP will pull it together and fix/expand this game. As of right now, it looks like it's on the community to drive an outreach program and rebrand what this game has become known for, a game with potential, but not enough of what it takes to keep people around.

Start creating more positive forum posts and don't give new posts on the negative, beating a dead horse thread. I've taken to trying to post something positive in my spare time when everything on the main page of the forums is negative or trying to tell the devs what to change.
Negative posts have their place, usually should be on the feedback forums. Too many keep getting re-bumped or started by another poster. If we stop bumping the threads taht should be ignored, they will fall off the main page much faster. Leaving the more positive posts to sit in view longer. |

DUST University is where I am sending many new players. I have yet to have someone quit who joined DUST University so they are doing something right over there.

I think a steady stream of news and videos by active corporations could really help.
But I have some doubts. Because if we attract other people, we cannot deliver a cool gaming experience for the potential newbs. The mechanics provided by Dust are prohibitive.
For example, I "recruited" a player and helped him to skill right (there are good rules of thumb provided in this forum), and get into the game. I could not, however provide for him not to get stomped the fun out of him, by the ever more cemented base of power players. There is a very clear implicit message for every newberry: "Dont even try, you will never be able to catch up to these guys." Guys like us may got stuck because we are extraordinarily tenacious sons of bitches, but you cant assume every player is like that.
So as long as this is not adressed (PvE ... just sayin), it doesnt really make sense to attract people atm. They will just be attracted to be turned away "bruscely". If some entry-easing mechanic is finally put into place (like, guess what PvE or a much more sophisticated academy-system) we could reconsider.
The answer to your complaint is PvE. Always.

Add in customization.
People are more attached to something they feel they had influence on. Suit color wheel, weapon color wheel, weapon modules, ammo types, etc, these things will keep more people invested imo.
Personally I'd LOVE LOVE LOVE LOVE LOVE to make my scout suits A-1 and A/1 White gold with Purple highlights and eyes, and the Scout ak.0 Obsidian Black with Purple highlights and eyes.

What we have is a problem of the right threads get forgotten and bull sht gets bumped.
