I think an Open World concept being applied to Dust would solve most if not all of the PC issues. There would be no warning, people would just attack. Landing an MCC on the planet via Eve pilot flying it there would initiate the attack, players not on and not expecting it would be unable to participate but it would give Dust corps a reason to be part of new eden, not just having the same company make the product.
In addition to the Eve pilot bringing in the MCC, this would allow for a space defense of your districts to be possible. Bringing a need for PVPers to be a part of your corp, alliance and coalitions. This also allows for the hiring of pilots to take on the giant corps as a valid tactic, considering they can bring anything from subcaps to caps into these fights it is sure to make things more interesting Eve side anyways.
Now for the juicy Dust bit (I call it mud). No redline, no line at all and if you have the time, moving the battle (strategic withdrawal to the district beside yours) would be possible. Allowing battles to go on until clone reserves are depleted.
Clone Packs would also need adjustment. From the 150 clone (hope I get this right) to 300. As a caveat, this suggestion could be modified to allow for multiple clone pack purchases rather than an increase in size.
Deployment and grouping of troops needs to change as well to allow the formation of the team beforehand in Platoon deploy, whereby there is a platoon leader who can invite squads to his platoon. Max number of troops in battle should be unlimited, the only limiting factor being the number of clones available (sandboxes are fun).
District maintenance and upkeep is another factor not addressed atm which I think would need to be changed as well. Putting a drone damage to structures mechanic in place (PVE for Everyone) whereby troops deploy to the planet during off hours to kill drones and thereby prevent damage to their districts would add something different and flavorful to Dust. If there is an incursion in local this should also affect the districts, causing us to have an additional way to earn Concord LP to be converted to whatever faction we choose for the purchase of items.
Incursions being mobile in nature and quite deadly for the unprepared I feel that is important to point out that this would give a great reason to have more districts open in more regions to help the Eve pilots depopulate the Sansha as efficiently as possible. Joint Incursion parties (EVE + Dust) would add a new dynamic to the universe unseen thus far whereby the Incursion community would be able to enlist mercs to help kill the MOM via a ground to Space cannon. Who says we need to be defenseless against the horde of evil sansha?

Maybe not completely 'open world' but how about a battle that spans multiple districts? And more like Skirmish 1.0 Why is everyone so hung up on Skirmish 1.0? Yes the battles were more like a defense situation and attack situation but they were not realistically all that different from Pub matches today with the vastly uneven teams in most cases.
Removing the defender MCC would be an improvement but what would be it's counterpart? Clone count? I can get behind that. I could even see that the MCC would need to actually dock at a planetside facility to continue the attack into the facility with reserves of the clones left when the MCC docked being the clone count for the attacker and the defender having their remaining clones. No loss of 150 clones automatically if the MCC docks and it could even continue through the facility at the time it happens not with a 24hr wait till the attack begins again. Real time action.

The idea that there would be a fight inside after the MCC landing is an extension of your idea and was suggested during CB as a reason to continue the fight.

The reason It isn't like this is due to forum QQ and issues with the unbalanced nature of it. Take the balance away and people feel it is unfair, that they aren't being given a chance regardless of who has the better team (KDR/lifetime WP).

Eve based troop transportation was billed as early as closed beta as something CCP wanted to include but they realized that it couldn't be done right away, I say now is the time. Time to move forward and integrate with Eve. To rely on contacts we have made to get our troops to battle or to make new ones altogether. This would be something a Dust corp would hire an Eve Pilot to do and do well.
More innovations from CCP on the Eve side of things include many new reasons to get involved in Eve as our worlds are drawn closer together are coming in the near future (this is the soon tm part hopefully) and as near as summer (my hope) with the industry balancing pass that Eve is getting (Building-Better-Worlds Dev Blog) my hope is the changes will result in either Eve to Dust industrial and market changes or Dust based industry that would allow us to create our weapons and modules, suits and vehicles.

I think it is time the two walked hand in hand rather than on separate walkways worlds apart, do you really see the ability for an Eve pilot to drop an orbital as the only true interaction beside shared voice coms and player tags as One Universe? One War?
Players in Eve have been asking for walking in stations (opening the door to your merc quarters) for years. If it takes a few Dust mercs to get it done, to be able to walk about and integrate games and allow both Dust and Eve players to meet each other in a place that has been left alone for so long, with request after request being responded to with Soon tm, it would really be nice to make that difference, the reason why we finally can walk in stations. Dust players might actually start to matter to the Eve community.

Moving clones through capsuleer transfers to me makes sense, having an NPC agent purchasing them on every planet to me does not. Genoloution is not helping PC, merely delaying Dust to Eve interaction.

Unfortunately, this game is still about 2-3 years away from that and 4-5 years from its full potential. I don't think Dust will become open world.
Crazy thing that i want to happen with in the next 3 months is capsuleers needing to move the dust mercs to planets for PC and being able to wander in their ship and look ou the windows along with interacting with sofa just like how EVE is.
But to give you guys an idea how long this will take think about this.
-Eve has taken 9 years to get where its at -Dust has taken about 2-5 years (not really sure) -the time it takes to write all the codes is ridiculous -CCP is limited by their workers and money -CCP gets really lazy at some very crucial or interesting points in development Eve has been Open world for the entirety of the time I have been playing, a good year or more before Closed Beta started. Time was spent to make the experience more rewarding, time should be spent here as well. Laziness I get, just not that there is so little connection between the two games other than the company name.
