Well, i would like to have my logi vehicles back, but not alone, i want a full set of utility modules and WP rewards for my job.
Nanite replicator group: basically a mobile supply depot, active module with AoE, all the vehicles in range are resupplied. 10 WP reward just like nanohives.
Armor/Shield Transporters: I think they should make their way back but as resistance transporters, reparations are already good with armor repping modules and base shield stats. Transporters would add a resistance to shield or armor, the module would work like the old transporters. 35 guardian points for kills of the other vehicle, 15 assist WP for damage on other vehicles.
MCRU: do them give wp rewards now? Also, consider to give them a shorter spawn time, why should i spawn on a vehicle if i don't know where it will be after 10 seconds? Something like 5 seconds would be the best.
Long wave scanner: this is just a variant, i would like to have a scanner with 250 meters range and 100Db precision, long range but low precision, basically it would be a scanner for other vehicles. 15 WP for kills on scanned vehicles and 5 WP for damage on scanned vehicles
Jammer: Tricky module, it would nerf for a brief time enemy vehicles modules -X% on module efficiency. 50 WP for kills on vehicles under the effect, 15 WP for damage assist.

I was just going to make a thread about MCRUs again but found your thread so here we go...
WP absolutely need to be added back in for MCRU spawns or what is the point of having them. I personally believe that they are one of the most powerful tactical tools available in the game but have absolutely no reason to run them. Dropping a full squad off behind the enemy to reek havoc and being able to loiter in case any of them die would allow the drop ship to (not ADS) to completely change its role.
I'm not going to risk the asset and isk (cost and isk gained for standings) to do this though. If WP aren't brought back and there are no plans too then CCP should remove MCRUs completely. (I'd love that SP back to re-invest. I know, I was young and dumb regarding DUST at the time).
I think all of your other ideas are great as well but I think that Jammers should jam all enemy radar: Active, passive and vehicle. Cal scout and Gal logis have no counters as is and a jammer module would fill in a gap in the gears of war.
On this same notion a short range high power scout hunter module would counter gal scouts. Modules mounted on a vehicle would logically be able to be more powerful then infantry ones. Nothing should be able to hide from everything permanently and nothing should be able to see everything permanently.

Personally I always think logi vehicles should be medium vehicles. I think there should be a logi variant of the apc which has 2 -3 equipment slots instead of the medium turret. These should be a choice out of the old vehicle to vehicle rep tool, the old shield booster, the old gal logi lav rep tool, a nanite gun, fires nanites which rep and resuply the individual person you hit with them, scanner (logi equipment type with longer range and visible times). This means it can help people better than a logi can but has no offensive capabilities. It may be worth putting a light turret for self defence.
This can also work for a logi dropship with 6 passengers and no side turrets, each of the pieces of equipment mentioned above work like a gun and can therefor be fired from where the front turretv is on a ads.
It can also work with a logi lav where you get 2 equipment slots by losing the rear turret.
It could even work with the tank losing the main turred for 4 equipment slots.
What do you think?
