Shield tanks as a whole were UP. Armor tanks at least had god reps to save them, our passive recharge was a complete joke and shield boosters were bugged as well (they pulsed once every three seconds instead every second... I always had the feeling that someone mistakenly switched the armor rep and booster pulse intervals).
And yes their reps were that powerful. Even my proto missiles that dealt about 2300 damage or so as base damage per volley would be reduced by armor resists and then during the time it'd take to 'reload' they'd have the majority of their HP back, all while melting straight through my shields which my booster was negating only 3 out of 21 shots dealt by a blaster.

They changed the game because we wanted, cried and begged for it and now look at what we have. I am starting to wish CCP wouldn't listen to us and just make the game how they want like they did with chrome. You know the one time everyone thinks it was balanced and the best game ever. The thing about 1.7 was that the majority wasn't based on community feedback. Nobody asked for a complete redesign from the ground up.
Shield tanks were UP and there were plenty of suggestions to bring them in line with armor tanks. AV probably needed only a slight damage nerf. Instead CCP ignored us and started all over again.

My Falchion took 8 adv/proto AV players hitting me at the same time to take down, or 1 Madrugar with skilled pilot. But if he was anything other than skilled my missiles would just eat that Maddy alive. My dedicated LLAV driver can vouch for me, just mail Psycho Tanker ingame, he doesn't do forums much. Swarms did like 300 per volley at proto level, Assault FG around 1000 and Breach FG like 1300-1400. Considering I was repping at 300+ or 600+ shields/s that was nothing. Of course, because you had a LLAV repping you. I too could absorb a squad of AV if I had a LLAV on me.
Also, don't give the Falchion with missiles more credit than it deserves. I had to get the enforcer skill to 4 before I noticed much of an effect against armor tanks. Missiles were still UP. I'd have to hit a Madrugar from behind and hope he doesn't activate his armor rep in time, otherwise like I said, the majority of my DPS becomes negated.
I still remember vividly this one encounter. I come across a blaster Madrugar with my missile Falchion in the hills. I get him to about 1/3 armor before his reps kick in (~2000/6000 armor left) and he only damages about one quarter of my shields (~4500/6000 shield). Now, I'm hardly doing enough damage to drop his HP. I even went down a steep slope to get out of his aim for a few seconds. I finally get through his remaining 2000 armor while I myself am left with less than 1500 shield. During the time that his rep was active, he was dealing more damage to me than I was to him. If his rep was active from the beginning, I would've lost because armor stacks more HP than shield.
