How much HP/s would be fair, and how should regulators and rechargers work?

You should only need to level the shield upgrades to get the extenders, recharger and regulators and same with armor. This is how vehicles work and its only fair.

Keep in mind we also lost almost all of our passive skills.
Infantry and vehicle skills used to be near copies of each other, but not anymore. Ugh, CCP, give us our passive skills back so 0 SP scrubs aren't so effective with zero investment.
But to answer the OP, I think that for Caldari vehicles passive regen should be at least 75hp/s, and make armor repairers active instead of passive to justify their much higher hp/s.
I can't say much about infantry though.

Vehicles do not have rechargers anymore and we dont have regulators or energizers
Also you would lose your basic 5% per level for shield/armor and PG/CPU because thats what vehicles dont have |

I meant the vehicles armor modules, you get the upgrades and you get the repair, armor and the hardener.
Assassination is my thing.

Not with shields
You lose mods, also you lose skills because the skills leading to the mods in the vehicle tree offer no bonuses so you would also lose them
