Right now I would say Combat Rifle even though it is Minmatar scum weaponry. Combat Rifle does like 90% / 110% to Shield/Armor which is the best currently out of all the weapons I believe. Scrambler wins looks and cool department being Amarrian tech. |

You should find a weapon suit your playstyle.
in some match i score in nova knife more than combat rifle, but it doesn't mean knife is better than combat rifle in all situation.
scrambler rifle has the greatest accuracy amount all rifle, and no kicking at all. it has a greatest alpha damage by charging shot. But overheating is the main disadvantage
although the range of assault rifle is shortest (few meters), Assault rifle stay in between at all rifle
combat rifle is full-auto burst fire rifle. burst mode fire give it good accuracy with decent range.
rail rifle is full-auto. it need to charge up before fire (0.2s, but it's insignificant). greatest range amount all rifle, but the kicking will accumulate with continues fire.

As mentioned above, a lot will come down to playstyle.
The Rail has a slight delay before firing (which I can't work with) but the greatest range.
Combat rifle normal variant is burst fire so requires rapid trigger to get the full benefits, though the Assault CR gets around this. Both, however, are very ammo hungry if you can't control yourself and have quite a kick if you haven't skilled sharpshooter.
The assault rifle doesn't have the best range, but is a solid all around performer. Full auto, easier to control than the CR, no spool up like the Rail, and no overheat like the Scrambler. It's being overshadowed by the Rail and CR at the moment, but it's still a good gun.
Scrambler has a charge up shot that can OHK underpowered suits, and make a significant dent into anyone's tank. But you'll have to deal with the overheat mechanic.
Best bet is to skill all to standard and try them out. Building on what is currently the best is likely to bit you in the arse eventually, so better to skill into something you like.

I specialize in Rail. (Rail Rifle Oper. - 5, Ammo - 5, Reload - 4, Proficiency - 4) I pretty much have a little bit of everything for all 4 rifles.

I have proto ScR and CR with Adv RR.
From what I can tell they're all good. the ScR and the RR are your hard hitting high damage weapons that come at the cost of high PG and CPU where as the CR and the AR are ever so slightly weaker but with lower fitting cost.
Thr33 is the magic number.
