Pretty much.
The Vanu are a Technocratic Cult. They worship ancient alien tech, and are by far the most technologically advanced. They want to advance humanity with technology. Amarr, with a bit of Caldari and small amount of Sansha's Nation.
The New Conglomerate are freedom junkies. Thier tech is low, but they make it work.Their goal is to be a sovereign and independent nation, and to stop what they see as oppression from the TR. Gallente and Minmatar Hybrid.
The Terran Republic is highly patriotic and more than a little conservative. They want humanity to stay united under one flag. Caldari with a little bit of Amarr.

Well in your explanation, you might wanna put down Caldari for both the Blue guys and the Vanu. Caldari tech is meant to save resources(and people count as resources). No they grow new people in test tubes if they need them. they like cheap efficient designs not Primarily for saving human life.
Actually, the Caldari grow people in test tubes because it is safer than birthing. There is a smaller percentage of stillborn tube people than naturally born people. It is also healthier and allows the "mother" to continue working for the State instead of taking pregnancy leave.
