Honestly everytime I see stuff like this my heart goes out to those new players getting into the game. They would try to get into it for the first two weeks only to find out they are way outmatched for anything out there. I know it takes time to get good equipment.
I have 30 million skill points, I KNOW how long it takes. I will bet money that the new players will not stay around for long if they had to keep facing players with 20+ million skill points spent properly and at the same time grind out every possible skill point they can just to keep up. Just be honest with yourself, people including myself were playing since open/close beta (I miss the serenity server T_T) so we have a tremendous lead over anyone just starting out unless it was someone's alternative account. That is time I think the new players are not willing to spend.
TL:DR? Instead of driving away the new players, find ways to keep and maintain the new players.

I hate to sound selfish, rude, and self-centered but Aqil Aegivan does make a point. I do recognize the work CCP had put into this game.
