I started an ALT in early December. I've capped just about every week with him and he sits at right about 4 MIL SP. Here are some things I've noticed.
1. It takes forever to queue for a match. Like, foreeeeeeeeever. And then when I do get in a match is is very rarely full. As a matter of fact, between 10am-4pm Central Time most matches for my poor little alt only have about 8-10 people and often times it will be 2 on one side with the rest on the other side. Other mercs start floating in towards the end of the match. This almost never happens on my 33 MIL SP main toon.
2. Most of the people in these matches are AFK. Doesn't bother me. Just sayin'. Like 75% of my matches are AFKers. It gets to where I know the names of the people who are AFK and the people who are playing. This also, does not happen on my main. So there is a match maker in effect, just no one is playing this game.
3. The people not AFK are ISK farming. Plain and simple. They tell me so when I message them. It's just running around trying to hack more **** then your team mates. Often I take a LAV to the enemy redline at the start of the match and just sit and wait so I can follow around the 1 or 2 people that might be playing on the other side and kill them. Pretty funny actually. My main is Minscout with knives. I love knifing someone who isk farming. lulz
4. I have my server set to Automatic but more often than not it puts me in Oceanic. I know this because I AFK sometimes and people tell me to go back to the lazy American servers. 
5. I have witnessed so many blueberry and redberry deaths in matches where no one was even fighting. Those large turrets are hilarious.
6. Forget FW. Can't even get in by myself. Must be squadded up or they rarely let me in.
So there you have it folks. Sleep well knowing that the noobs are not being thrown to the wolves with no PVE. Instead be worried. Because if you couldn't tell by my description, Dust for my 4 mil SP dude is pretty ******* boring. The plus side is the payouts for hacking every thing on the map are pretty good.
I spent half my ISK on gambling, alcohol and wild women. The rest I wasted.
