Let's review the points.
The Unholy Legion of DarkStar =1,375 Members
-8.82 Billion ISK required to theoretically attack all districts at once. -1300 people can run 10 games of normal ambush in an hour during a 100% tax day. Doing so earns 1.95 Billion isk per hour for the corporation. -Matches can end even faster if several dedicated players suicide a match

I know from putting all the members of another large corp I was in on my contacts list and watching activity that only about 20% of 300 of that corps members got more then 1 kill during a week and only about 20 of those got more than 200 kills.
Maybe other corps are different to one degree or another, but my point stands, numbers mean jack if you can't field 16 good players and win a battle. True. Yet, playing a shell game with the enemy players helps. If you spam enough attacks en mass, it becomes difficult to decide where to defend.

For example, seed 50 clone packs but only occupy a quarter of them for the first five minutes of a match. Back out and send scouts to remaining matches turn objectives, win matches in the confusion.

- 6. Implement a district transfer function so that a corporation doesn't have to use a clone pack to get into PC and also open up possibilities in terms of how conflicts are resolved outside of battle. (Probably can't be done in a hotfix)
- 7. Add an option at the end of battle to liquidate loot for ISK, so that even when a battle is lost you still have a way to make ISK out of it or come close to breaking even (Probably can't be done in a hotfix). Alternate idea is to just give some amount of ISK even when losing.
- 8. Add the ability for any Eve pilot to connect to a district and fire for either team. This would allow freedom of association when it comes to alliance membership and allow Dust matches to be content for all of New Eden.
- 9. Add the ability to bring up the map for upcoming battle while in the War Barge. (Probably can't be done in a hotfix)
- 10. Make attacks generate mail notifications like defenses currently do.
