They have a 0.25 bonus on scan profile, they should also have a 0.25 penalty on scan precision.
If you think about it, when you raise the cortex, it deflects elettromagnetic rays coming from the external. It should be the same from the internal to the external, the rays that your suit emits should be partially deflected by the cortex and this results in a loss of scanning precision.
Not any hate on cloaks but i feel they should have a little (logic) malus.
The unnamed new build it's so secret that nobody know what will be in it, even after patch notes..

I also think the scan profile bonus is unbalanced. Why a STD cloak gives a bonus equal to a PRO module ?I first thought the bonus should be removed but as this equipment takes a lot of space, maybe just adjusting the bonus to cloak meta level would be more coherent (like 15% for std, up to 25% for PRO). Adding another malus (other than high PG/CPU requirement) may not be a solution. |

I don't have any problem with scan profile reduction, i've suggested this thinking in a logical way.
If the cortex is partially blocking the elettromagnetic waves coming both from the outside (active scan and other suit passive scan) and from the inside (your profile signature). It should also partially block the other waves coming from the inside (your scanning precision). I will provide a image to explain better.

On top of that switching to a weapon without decloaking first should deplete your shields due to the short circuit.

The cloak is godawful. You can easily see it and the CPU/PG requirements for lower level scouts are ridiculous. The profile reduction, coupled with not raising scan precision, allows it to enhance a hit and run playstyle, instead of being a simple gimmick. Seriously, I haven't had anyone actually kill me by utilizing the invisibility of the cloak. The profile reduction, in addition to their suits having a naturally good scan precision, is far more threatening and should thus be kept. |

I understand your POV, but with a lvl 5 scout pg/cpu costs are not so high and even if i usually don't say this, you have to balance it more on a lvl 5 scout skill (not necessarily the suit) that sooner or later you will skill, if you are interest in using the scout at its full potential. This thing that i suggest is logical consequence based on what the cortex does to your profile signature, i don't want to nerf or buff the CD, but i feel that i would be more logic with a penalty on scan precision that justifies the bonus on profile signature.

Your proposal punishes caldari scout's precision, which is already bad against profile dampening. I believe a better option could be to reduce sprint speed.

Please use something other than the word "cortex." This word doesn't make any sense the way you're trying to use it. Because of that word I really have no idea what you're trying to convey about how the cloak "works."
It's a reasonable request, but the question is whether it really improves the balance. Because of the naturally low scan precision of scouts, this is probably only going to prevent them from seeing other cloaked scouts. Which makes the problem even worse--cloaked scouts being even more invisible than they were before.
A Scout's base precision is 35, I believe? While the lowest profile among non-light suits is 50. (This is off the top of my head, someone correct me.)
Scout has 35 x 1.25 = 43.75 precision with the proposed precision penalty, and no skills in precision enhancement or Caldari Scout. Assault has 50 x 0.9 = 45 profile with level 5 profile dampening skill, no modules or other modifiers.
So you can see even in the worst case scenario a cloaked Scout with the proposed penalty would still be able to see anything but a light suit. Most of those light suits are equipped with cloaks, so the only real impact is going to be the inability for cloaked scouts to see cloaked scouts. Does that help balance the cloak, or does it just make it more powerful?

Sorry, i've used the word "cortex" because i've found the same word on the dev blog and i don't know any other simple word to say "cloak activated". The scouts have a base scan precision of 40. Assuming you have lvl.5 in precision enhacers it's 40*0.9=36 Level 5 Caldari scout have 36*0.75=27
With the penalty Caldari scout have 27*1.25=33.75 better than Other scouts have 36*1.25=45

eh i dunno if scan ability is the problem. Personally, if adding a penalty to cloaks were an option I would say give them a movement penalty. Ships in EVE have their base speed reduced when cloaked. I think something similar should be applied.

I agree with the precision debuff on every suit BUT the scout. Scout suits are built with this kind of warfare in mind so it only makes sense that they would have a work around. Not that this would be unprecedented, the best scanning ships in EVE are the black ops frigates and they spend most of their time in space cloaked as they scan sigs.
as for a speed nerf, I've heard that some black ops ships fly faster cloaked than they do uncloaked.EVEGäó logic and dust unlogic don't need to match up perfectly, I'm just saying is all.
Thr33 is the magic number.
