I disagree. Nothing beats a Gk.0 Boundless heavy from the front within 30m (AKA anywhere near objectives or in a city), so the only option is to come from behind. What does that best? Scouts. Even when you come from behind, though, you have to be able survive the bullet hose long enough to get 3-4 shotgun rounds off- that necessitates tanking said scout. There's no other even somewhat-consistent effective answer that enemy. No hard counter. The only option is getting the drop on them from behind with a high-alpha, high DPS weapon, or having your own HMG and better gun game (which just contributes to HMG spam).
In contrast, tanked shotgun scouts can be one-volleyed from 70m with a scrambler rifle, picked to bits by a rail rifle, snuck up on and shotgunned by an EWAR scout, caught with a mass driver, or easily shredded by a smart HMGer. Any tanked scout's stealth advantage can be negated by GK.0 proto scans or an enemy Cal scout. There are plenty of options for dealing with them, with some (like the EWAR shotgun scout) being hard counters.

Or use Nova Knives, a lot faster and cleaner than a shotgun. :)
