I'm a Min Scout (with proto) and I can tell you the pros and cons.
Pros:
Speed and Strafing - The minmatar is the best in both at this game, with three kin cats you can punch your sprint up to 11.12 m/s which is the fastest in the game, even though it's negligible to the 11.11 m/s on gal.
Hacking - Comes in handy for speed hacking, and makes you very useful for PC (my corp loves me!). You can max out with 1.65 hacking speed, again the fastest in the game, and when you put those codebreakers, you can hack points in less than 3 seconds.
Nova Knifing - it's ok in this build, you can drop almost every kind of player with one charged swipe (proto knives) but difficult because you ahve to be within at least 1m so if they back-paddle you're ******.
Versatility - 3 Highs and 3 Lows, you can do a lot of variation with this configuration, I can't even list them.
Cons:
Speed and Strafing - you have to be very good/smart on how to play in order to make this effective. Heavy's with HMGs can annihilate min scouts in less than a second if they blast at you in CQC, so be careful. Also your speed severely gimps you when you hit 11.12 m/s, you can't get more than 340 eHP when you're running at this speed. Speed is also very negligible when it comes to other scouts.
CPU/PG - the Minmatar seriously need more PG, 3 or 4 more PG would make the Min Scout sooo much more useful.
eHP - lowest base of all scouts, which sucks obviously.
Bonuses- they're too specific to be helpful in general use. The hacking is fine, but I would think the NK aren't worth it anymore.
I enjoy the Min scout, don't get me wrong, but I feel i'll have more if not the same amount of fun with the gal scout. So I'll have both of both worlds I guess.

ACR is probably the best rifle in the game atm. The Six Kin will melt everything like butter if it's in the optimal range.

Exactly why i'm not sure if i want to skill into it...
I would actually urge you to spec into Min, but be careful at how you play at it. Shield tanking is broken in this game, so you have to rely on the min's speed to beat people, which is also hard to do. So if you want to spec Min, be ready for some hard matches.
